With the development of tourism, a number of travel agencies increases in China. Especially accessing in the WTO, in order to actively integrate with the international travel industry, large travel agencies set up tourism group and start building its own proxy system through mergers and acquisitions, restructuring, etc. And infiltrated the international large-scale travel agencies infiltrate in tourism cities in China to carry out tourism. A huge number of small travel agencies are in "small profit" or "no profit" business state for a long time. So, how to survive and develop for small travel agencies in the midst of operating environment has become a serious problem.Small travel agencies play a important role in the tourism industry. However, because of its business conditions and limited strength, it is difficult to grow up through internal expansion. Therefore, it is a good choice for the small and medium sized travel agencies to become strong through co-operation. First, the concept of small and medium sized travel agency has defined the hospitality offered to tourists on the basis defined as a division through documents research methods. Second, co-current characteristics and mode of operation were studied, combined with the actual operating conditions of small and medium sized travel agencies and their own characteristics, summarized the cooperation "Market Coordination"model, "Business Collaboration"model, "Tourism Collaboration "model and" mutual stake "mode between small and medium travel agencies, small and medium sized travel agents and tour co-operation of large-scale" by Franchise Coperator "model," Brand Franchisees "model and" Equity Seller "model, and models were evaluated. Finally, from basic environment, cooperation motive, object selection, the agreement framework, monitoring security and lasting cooperation point of view, the use of expert consultation and analysis of the impact of AHP medium and small travel agencies operating on the various factors affecting factor index system was established, factors affecting quantitative analysis of factors affecting the weight of each index. On this basis, from raising awareness of cooperative operations, improve safeguards measures, formulate a comprehensive framework agreement and Reasonable Selection of the aspects of cooperation with the object effective cooperation between small and medium sized tour operators put forward some countermeasures and suggestions.The main results and conclusions of this theory has enriched the survival and development of small and medium sized travel agency business model, and co-operation of small and medium sized travel agencies impact factor construct the index system, AHP quantitative analysis; their practical value is to the development of small and medium sized travel agencies provide new ideas on the development of small and medium sized travel agencies with some guidance on the small tour operators to provide a reference for decision-making.
