As an means of alliance, to set up Travel Agency Union is a must for those medium and small travel agencies to enhance their competitiveness through the ways of business process reengineering, centralized purchasing, cost reduction and service promotion. The realization of Travel Agency Union is a deep alliance for integration of assets and operation so as to share the core resources of those affiliated travel agencies. The contents of the whole thesis are as follows:In the first place, this thesis introduces its background, significance, research methods and studying processes, and expounds the research results on the cooperation among travel agencies at home and abroad, as well as analyzing the concerned theories of common development for medium and small travel agencies.Secondly, this thesis, based on the precedent achievements related, analyzes the universal law on the development of Travel Agency Union by way of explaining its connotation, manifestation and the reasons for their cooperation. This thesis also sets forth the characteristics of the development of Travel Agency Union and analyzes the affecting factors, concerning its cooperation and development, such as the matching attribute of the union members, the compactness of their affiliation, the monitoring mechanism, the level of mutual trust,the level of Information Sharing, and thus, analyzes wholly the incorparated mechanism of Travel Agency Union.At last, this thesis, in combination with the practice, illustrates the risk identification and its corresponding risk management on the development of Travel Agency Union. The thesis chooses the assessment indexes for the reliability on the development of Travel Agency Union through the expert-counselling and literature research, and then establishes an assessment model by means of the analytic hierarchy process to ascertain the index weight. Taking the Bao Zhong Travel Agency of Quanzhou as an example, this thesis applies the assessment model into the empirical research study and then puts forward the countermeasures on the development of Travel Agency Union.
