Research On Incentive Mechanism Of Operation In Large Green Public Buildings

The operation efficiency of green building is the key to achieve the goal of "energy saving,land saving,water saving,material saving and environmental protection" in China.Different from the traditional property management mode,the green operation management needs to start from the whole life cycle of the green building,and use the innovation management means and technical methods which match with each kind of green technology.But the standard of green operations management has not yet been introduced in China at present.The technical standards of operation and management is not clear.Relevant subjects do not take initiative to the operation and management of green awareness.All those reasons lead to low operating efficiency of most existed green buildings in China.The quality of green buildings don’t match the number.With the implementation of large public buildings in China’s mandatory implementation of green building standards,large green public buildings in our country will form a huge volume in the future,so it is necessary to study the incentive mechanism of the main stage of the operation from the large green public buildings.At first,this paper analyzes the large public building green management status quo in China,including volume,operating status,policy status quo of China’s large green public building,then analyzes the external characteristics and the main body of behavior characteristic in operation management.As the government is not directly involved in the operation and management of large green public buildings,the second part of this paper uses evolutionary game theory to analyse the game behavior of property management companies and owners who are the key subjects,but it is difficult to achieve the balance of green operations rely on property management companies and owners currently,so it is necessary to introduce the government behavior.This part introduces the positive and negative economic stimulus of the government,and compares the influence of the government and the economic management of the enterprise management strategy.At the end of this part,it uses MATLAB software to simulate the evolution path of owners and property management enterprises under different parameters,and the results show that government economic incentive has obvious influence on evolution path of relevant subjects in the operation stage and the cost,income and initial proportion influence the evolution of the system.It provides a reference for the design of incentive mechanism below.Finally,this paper designs the incentive mechanism of large green public building in 6 aspects: the incentive goal,incentive subject,incentive object,economic incentive mechanism,management incentive policy and incentive policy safeguard measures.The results of this paper have certain theoretical significance and reference value for the government to design the incentive policy for the operation of large green public buildings.And it also has some reference significance to improve the quality of green building in China.
