Research On Operation Mechanism Of Farmers' Professional Cooperatives In Jilin Province

Farmer professional cooperative is an important new-type agricultural operation entity and the important force to promote agricultural modernization.It is the effective carrier to settle the conflict between “small farmers” and “big market” at the present stage of China and an effective means to press ahead with scale-based operation and build the modern agricultural operation system.Jilin province is a major grain production region and an important commodity grain base in China,ranking 4th in total grain yield and ranking 1st in grain commodity rate(over 80%).Meanwhile,per capita arable land area for farmers in Jilin province is 6.7 mu,three times that of the national average.Jilin province enjoys a good foundation and bright prospect for moderate scale-based land operation which is the prerequisite for the establishment and development of farmer cooperatives.In 2009,Jilin province issued Opinions on Several Policies on Supporting the Development of Farmer Professional Cooperatives,proposing that we should encourage the building of farmer professional cooperatives,step up project capital support,strengthen financial credit support,put in place preferential tax policies,and ensure preferential treatment in land use,electricity use and transportation to support the development of farmer cooperatives.At present,there are over 70,000 farmer cooperatives in Jilin province and the professional “intensive farming” has increased the quality and efficiency of agricultural production from multiple dimensions.Starting from the perspective of operation mechanism,this paper has first of all collected relevant literature and discussed the inner essence of the operation mechanism for farmer professional cooperatives,research methods and theoretical basis.Secondly,after subdividing the operation mechanism into three aspects of organization building mechanism,operation management mechanism,and benefit distribution mechanism,this paper has adopted such means as questionnaire survey and interview to discuss the status of development for farmer professional cooperatives in Jilin province and pointed out common problems in the operation mechanism: “outwardly strong but inwardly weak” organization construction and a mere formality for the general meeting of commune members and board of supervisors;“mismatch” between cooperative supply and the needs of commune members in operation management,difficulties and high cost of financing,weak brand awareness,and low-end status of agricultural products in the value chain that is hard to be improved;loosely-linked benefits in benefit distribution,weak spirit of contract for commune members and cooperative managers,and poor distribution transparency that is to be rectified.Thirdly,through literature review,this paper has summarized the management of operation mechanism for farmer professional cooperatives in agriculturally developed nations and proposed their referential significance for China;finally,this paper has adopted relevant theories on public administration,considered the reality of farmer professional cooperatives in Jilin province,proposed that we should improve the operation mechanism for farmer professional cooperatives from organization construction,benefit distribution,and operation management,and provided effective references for the development and management of farmer professional cooperatives in Jilin province.
