The HSE Management Research On QingDao Refinery Project

China has been paying more attention to HSE management in oil refining project since the twenty-first Century. Due to frequent occurrence of serious safety accidents in recent years, the country is implementing strict policy on HSE risk management in new petrochemical projects. Qingdao refinery was the first new refining project with the processing capacity of 10 million metric tons per year approved by the country in the 21 century. The project has been featured with large investment, long construction period for and complex processes, thus HSE management on this project are facing more challenges. How to analyze the characteristics of this project, identify the HSE risk and establish a set of HSE risk management system would have critical effect on the successful completion of the project.Taking the 10 million ton per year refinery project of Qingdao as the research object, based on the in-depth understanding on the theory of the project and risk management, the thesis will analyze characteristics of HSE risk management and its existing problems in this refinery project, and then an HSE risk management model which is based on the "one center, two basic points "(3W) of the refinery project will be constructed. Afterwards, there will be the effectiveness analysis on the model implementation on the project. The study will prove that: the HSE risk management models based on "one center, two basic points"(3W), as an optimization model in this refinery project has received good effect. The model is practical and valuable for HSE management in petrochemical project and can be popularized in similar projects.
