In2009,4trillion investment from nation directly accelerate the domestic infrastructure. This led the increasing of sales and replacement of truck bus tire. In2010, the national macro policy stays continuous and stable. It continues to implement a proactive fiscal policy and a moderately easy monetary policy, which opens up the domestic market to provide a broad space for the tire industry’s development. Especially highway, railway and airport construction and other infrastructure projects to implement stimulate the automotive industry and related policy in-depth implementation. It also become the effective traction of tire industry rapid development. Broad market has also brought more intense competition. Cost reduction, yield improvement has become the important capital for the tire companies in Chinese market.Expansion projects of Michelin group in China are in preparation as well. A new plant in Shenyang economic and Technological Development Zone of Shenyang chemical industry park will be built. Investment will reach15billion U.S. dollars (about105billion yuan). The new plant covers an area of70thousand square meters. The production will start in2012and be expected to be completed by the end of2014. After the completion of the project, the current plant will be relocated for the environmental protection. Michelin truck and bus tire capacity will be increased from0.8millions tire/year to1.8millions/year. Michelin car tires capacity will be increased from2millions tire/year to10millions tire/year. Michelin Retread (Truck Tire) capacity will be295thousands tire/year.This article looks for current problems and shortcomings of project quality management in the existing Michelin Shenyang Truck Tire. Following the theory of project quality management, The author collect and survey the problems in project quality management of existing Michelin Shenyang Truck Tire department in recent two years, analyzes the causes of these problems, puts forward the counter measures to current project quality management. The author tries to summarize and optimize project quality management procedures and methods for Michelin truck tire in order to improve the project quality management efficiency and effectiveness and instruct project quality management for the upcoming new truck tire project.
