Construction Cost Consulting is the knowledge-intensive engineering service enterprises to provide economic and technical services. Although engineering cost consulting enterprises in China have achieved the rapid development in recent years, compared with foreign enterprises, they are prevalence of small, weak competitive disadvantage. With its conclusion of the transition period after china's accession to WTO, foreign enterprises must take advantage of their capital, technology, management, talents, services and reputation to take up our domestic market, on the other hand, Chinese enterprises will also get more opportunities to enter the international market. In the case of opportunities and challenges, to get a more beneficial position, in competition with foreign counterparts, our engineering cost consulting enterprises must face situation positively, pinpoint its location, comprehensively enhance the competitiveness, and fight for survival and development in the competition.This article firstly makes analysis and comparison on Domestic and international engineering consulting industry from the perspective of Market environment and the present industry status. Compared to foreign engineering consulting industry, the engineering consulting industry in China has the characteristics as follows: firstly, Industry laws and regulations do not integrated and standardized management is scattered. Second, Industry structure is unreasonable, planned economy was very strong. Third, the industry's fragmentation is apparent, which lack of systematic. Fourth, the lack of consummate and efficient market environment and fair market competition mechanism. Fifth, the quality of our engineering consulting practitioners needs to be improved. Based on the analysis on the current situation of consulting industry, it sums up types of business forms company in the field of the engineering consulting industry in China, including survey and design companies, engineering consulting unit, bidding agent, cost consultancy and supervision of several Project Management Company. Besides, this article make an analysis on the A consulting engineering firm's facing external environment in Chongqing. And it analyzes the A consulting engineering firm's facing external environment from the perspective of political and legal, economic, technological and social environment. From the domestic environment to the small environment of Chongqing are in stable and harmonious state, which are conducive to engineering cost consulting enterprises substantial development. To sum up, Porter's Five-force Modeler has the strongest impact on the competition power in same industry and the bargaining ability of purchaser in industry structure.Forth, this paper analyzes Chongqing A project consultation corporation's inner environment. In addition, it Introduces the company's business scope, organizational structure and corporation culture and analyzes the enterprise's internal resources from the perspective of enterprise operation and quality, and finally gets A's unique competitiveness. Firstly, the brand has been recognized by society. In the engineering consulting industry, there are many companies, which have many low-level operations; Chongqing A engineering consulting company focus on quality over years, established a strict quality control system and post-review system, has won a good reputation and regular customers. Secondly, A has advantages in project supervision. A company has contracted a number of major engineering supervision services in Chongqing and has accumulated abundant engineering services experience of supervision. Based on the analysis of competitive strategy, this paper proposes the development competitive strategy for A consulting firm. Differentiation strategy is to provide unique products or services and form unique character in the whole industry.If the differentiation strategy can be achieved, it will become the feasible strategy for paranormal returns in the industry, because it has established a defensive position to deal with five competitive forces, although the form and cost leadership are different. From the internal analysis of A company, it shows that the company has certain advantages and competitiveness of the brand, over the years, A company has established a good corporation image, compared with the same industry, although other companies do not have the price advantage but a good brand. Although Chongqing has imperfect engineering consulting market and low level of competition, with the development and standardization of construction and consulting industry and growing operation scope constantly, Chongqing A consulting engineering firm can move forward in the development of integrated business consulting, and build new competitive advantages and response to market changes quickly with existing technologies. What's more, in order to secure the achievement of A's differentiation, this paper attends to take following measures to ensure the implementation of the strategy: first, to improve corporate management infrastructure; second, to improve the human resource management; third, to strengthen the marketing capacity to increase R&D capability; forth, to propose an innovative product differentiation; Fifth, to establish the establishment of effective control and evaluation system service.
