As one of nine large-scale united enterprises on science, development and production, Intelligence system of resources project management of running nuclear power plant (ISRR) is in face of drastic market competition, in order to ensure ISRR cope with challenge of competitors at leisure and hold initiative in daedal environment, it is a hot issue to be considered to construct and implement a competitive intelligence system up to oneself characteristics.Considering from project management theory and the overall requirements of Sichuan Nuclear large-scale united enterprise of science, development and production on intelligence work, and combining with the theory&practice of Nuclear systematic engineering&Nuclear project management, this article introduce the general situation of intelligence work of ISRR, analyze the competitive intelligence system project environment of ISRR using SWOT (Strengths, Weaknesses, Opportunities, Threats) tool, and analyze the necessity and feasibility of constructing competitive intelligence system project at ISRR, integrate the theory and method of project management with theory and method of Nuclear systematic engineering to put forward the target and principle of constructing competitive intelligence system, the idea of quality management, risk management, plan management and cost management in this system construction project, and put forward the running mode, organization structure, overall constitution, implementation process of this system and system development&software selection.The theory analysis on competitive intelligence system construction project for Sichuan Nuclear large-scale united enterprise of science, development and production is to provide reference for applying project management theory on competitive intelligence system construction of ISRR.
