With the further acceleration of China’s reform-opening up and modernization process, the social’s demand for energy also appears growing trend, especially for electricity energy. As the support of the national economy, basic industry and social development of public utilities, electricity serves almost all of the other industry which has a broad prospects for its development. Because of short construction period, mature technology, low space requirements for the construction, power output stability, and quick cost benefit, conventional thermal power plant have a leading market, But over-reliance on coal resource and excess smoke emissions, which causes serious environmental pollutions, has gradually restricted its development. Thus seeking and developing clean energy has become an important topic of energy planning. Wind power, hydroelectric power, photovoltaic power generation and nuclear power generation are normally clean energy in the world wild. However, wind power, hydroelectric power and photovoltaic power generation have limitations on providing continuous and stable power output, because it is greatly influenced by the natural environment. Nuclear power features on long-term stability, efficient use and zero emissions, has became the idea of the major development of the "Twelfth Five-Year Plan" program, and proposed nuclear power plant EPC projects as a long-term development strategy of going abroad.Basic on this, nuclear power plants in Chinese coastal areas have started to build up in recent years. China’s nuclear power plant building has its own characteristics:since the late development of the nuclear power industry, a lot of equipment manufacturing, construction techniques and design techniques must be tackled; Project stakeholders lack of knowledge on the concept of nuclear safety, these negative factors pose a major challenge to the progress of the construction of our nuclear power plants. This paper takes PY nuclear power projects under construction currently as a case, presents a range of solutions and safeguards for the problems occurred in the construction of conventional island around the main core modules of the power plant by rational using of project management theories and methods from equipment supply, design optimization, time compression, process selection, incentives and other aspects, and draws the feasibility of progress improvement with proof to guarantee the project progress achieved as planned. Hope that it can play a certain reference role for the follow-up similar projects.
