The main task of the engineering consulting industry is providing the overall technical support to the decision of the project management governments. Now it is a very important stage of the domestic engineering consulting in strategy transition. The first reason is that it is feudatory from the relevant government authorities. Secondly, with the investment system reform, it is demand the competition mechanisms introduced. Thirdly, the operation of the integrated engineering consulting company expands from single design review to multi consulting services involved the overall project management. Hubei Provincial Engineering Consulting Cooperation (HPECC) separated from the provincial DRC and the personnel system reform of the institution, it is imperative to come up with the new ideals to response this important reform.This paper briefed exterior environment and the industrial baseline via the PEST methodology and Michael Porter's Competition Five Force Modeling. Besides, it is also anatomized internal resource, capability, and the core competency through resource and the core competency analysis methodology. Furthermore, the paper assessed the exterior and internal environment via element evaluation matrix. On the basis of the analysis above, the concentrated-increased strategy plan formulated via SWOT analysis. This strategy plan put forward specific measures and comments on the HPECC development principles.The paper presented that ,the master plan of the HPECC is development strategy. exploit its advantages in the feasibility reports relevant decision making reports reviewing, preparation and advisor. The major development objective of the HPECC is construction the consulting service flat for the investment decision making of the government, state-owned company, and the social investment. The branch of the company must seize the Turn-Key opportunity to create the engineering consulting service chain involved the overall project management; to lay the solid foundation for the company integrated development. In order to achieve the object described in the paper, the paper also indicated that exploiting the operation of the designing, the general contractor of the project construction, exploitation the consulting service market in the second level cities, and expand the service area to formulate the master plan, implementation the institution reform, marketing strategy, human resource strategy, and the brand strategy.
