In order to achieve the object described in the paper, the paper also indicated that exploiting the operation of the designing, the general contractor of the project construction, exploitation the consulting service market in the second level cities, and expand the service area to formulate the master plan, implementation the institution reform, marketing strategy, human resource strategy, and the brand strategy.
