China Offshore Oil Company (CNOOC) is an integrated and modern enterprise including such business areas as: exploration, exploitation, production and oil-gas utilization. Because most of the investment for offshore oil development is used for oil and gas Overall Development Program execution and construction. The investment for oil and gas's development and construction period take not less than 60~70%, the investment for extending asset producing life or improvement in value. It bring much troubles because the project execution with high risk and difficult control for quality/ cost and progress. It is corporation business strategy to reduce exploitation investment and to achieve low cost operation; the capital expenditure project management is the important component part of CNOOC operation. It is efficient path to obtain good project goal based on Concurrent Engineering project management mode.The thesis deeply explore the management methods of the capital expenditure project combining with the oil and gas Project Management system, the organizational forms, some demand of high-efficiency project team, based on Concurrent Engineering Philosophy that can accelerate the process of product development, improve the quality of products and reduce the cost of the enterprise, satisfy customer multifold and new product develop style's demand. Furthermore, the research result was been successfully confirm by actual LD project.
