With the rapid development of economic globalization and science and technology,construction projects become more and more complicated, which is raising the owner’srequirement of the contractor. Meanwhile, with the accelerating development ofhydropower, the remaining developable hydropower projects are neither more in amountnor big in capacity, which makes the mode of EPC become a trend. However, comparedwith general construction projects, hydropower projects are large in scale, higher incomplication and more in participants. In the mode of EPC, in order to maximize theinterests, project participants may not hesitate to encroach on the interests of otherparticipants and the society. Thus, it’s a valuable subject worthy of research that in theimplementation of the hydropower project, how to sufficiently release the advantages of allparties to ensure that resource can be developed and employed reasonably, hence toimprove the quality of the projects, decrease the cost, shorten the construction period andachieve the maximum profit and good social benefits.According to my study and practice activities, this paper tries to put forward the idea oforganizing the project team based on value management, and then give a thorough anddetailed analysis of its operation, in order to not only successfully achieve the projectpursuant to contract, but also optimize the benefits for all the parties of the project team.The paper’s main contents are as bellows:First, it analyses the mode of EPC and its value management, introduces its concept,major characteristics and existing problems, and emphatically expatiate on its valuemanagement framework, value improvement approaches and value managementorganization mechanism.Then, it analyses the value delivery and the game process among the relativebeneficiaries in the mode of EPC, explains the necessity and guiding ideology of projectteam construction, and build the framework based on value management theory, which isthe foundation and key of the research in this paper.Finally, it deeply analyses the implementation of the management process of theproject team for EPC projects. It analyses the organization process of the project team, andemphatically expound the operational mechanism from six aspects, including incomedistribution and incentive mechanism, trust and cooperation mechanism, communicationand coordination mechanism, conflict and dispute resolution mechanism, constraint and safeguard mechanism, and performance evaluation mechanism. In order to help projectteam operates efficiently, this paper provides some reasonable management measures andsuggestions for the problems which may occur or exist in the operational mechanisms.Furthermore, some supportive theories are cited for the scientificalness of the paper.Since the organization of project team for hydropower project under EPC mode is asystematical and comprehensive problem, this paper refers to the theories of project teammanagement, value management, concurrent engineering as well as some other theories.
