As the promoting of economical marketing and the deepening of electric-power system's reformation in our state, the original management mode and business concept is being adjusted and changed continuously by the State Grid Corporation. How to serve the overall situation of the party and state better, indemnify the construction and development of economy and satisfy the much newer and higher requirement of society, corporation and people that is the core content of power marketing management. So, this thesis is importance of realistic meaning to establishment research of LS Electric Power Bureau Customer Service Centre which is a new pattern organization of power marketing.The matters such as customer group, service content, in-and-outside operation partition, system constitution, human resource construction and so on were analyzed and researched in this thesis. The theory and the practice were combined, the problems referenced in the project were thought and resolved systemically and each sector of work was researched and dissertated deeply with planning as a whole and arrangement scientifically in the plan, implementation, control and other aspects of project.The plans of LS Electric Power Bureau Customer Service Centre's establishment such as schedule, cost, quality, risk dealing, recruit and training which passed through the implementation process of the whole project and so on were analyzed in this article. The key part of constituting project plan was made with the arrangement and design of employee factor by project group.The implementation status of main aspects like schedule, cost and employment etc were seemed as focus point in this article. The assignment and time limit for the project were arranged in reason and the whole process running of schedule was under control effectively with theory and method of project management according to project plan. How to allocate the funds and material, avoid them to be left unused and wasted, and reduce the cost of project establishment was discussed in detail. The ordinal arrangement of employee as a batch and organization of training to ensure the well-off running of the center were analyzed and researched. And the well communication and cooperation of handing over the business between project group and original business organ were researched and concluded to realize the seamless connection of the business.The control activities and project implementation were combined together. Cost was controlled dynamically by earn-value and assistant time limit for a project was controlled and analyzed by project software according to the principle of prior, in and after control. And a series of controlling and management activities were researched and concluded by project group in the implementation process.It was worth to mention that, the project implementation period coincides with the "5.12" Wenchuan major earthquake. Although the project was not in the main disaster areas, each work and plan were influenced in different degree because of the reasons about social responsibility in help to the earthquake and macro-economics control. Based on risk analyzing, fast and efficient reaction, processing and adjustment were carried out when nature disaster happened unexpectedly. The analysis and research in depth of decreasing the loss and influence was the main discussing part of project control in this thesis.In this paper, efficient communication between each member in the project team and with the synergic organ was also discussed in the management activity of project to decrease the warp and improve the work efficiency. How to constitute reasonable system of inspiritment and restriction was researched to ensure the accomplishment of establishment task according to the plan and aim of the project. And the main ideas of hiring and training human resource were studied by new organization.The dissertation in this paper was with the whole project management process of LS Electric Power Bureau Customer Service Center's establishment. The planning, implementation and control of the project were analyzed systemically. The theory and method of guiding value to the project work and the establishment of electricity enterprises' new pattern customer service center. It's not only that the own ability of running and management on organization establishment was enhanced, but also for other similar projects in the draw. It's meaningful to the theory and practice.
