China is an agricultural country and there is a great amount of surplus labor force in rural areas to be transferred. Although some of them have already been transferred by workers immigrating, setting small towns and establishing township enterprises, it is still not quite enough. How to solve this problem is not only of great importance to the new rural construction, but also to a harmonious society building.This paper introduces the theoretic background and the relative research results in China and abroad, analyzes the causes of surplus rural labor force from four items: the historical and realistic reasons, and the basic situation of China and the effect of technical conditions. Then the paper studies the motivating factors of it ,which can be divided into three parts: Micro-level factors-- income gap between urban and rural areas and income gap between different regions; Macro-level factors-- agricultural productivity and the development of the secondary and the third industries ; And the influence of relevant policies and institution. Then the paper establishes a econometrics model with five factors ,by econometric test the paper draws a conclusion:The income gap between urban and rural areas ,the income gap between different regions, the agricultural productivity and the development of secondary and third industries are all very important to transfer the rural surplus labor force. At last, according to the research and analysis in the previous chapters, this paper gives some countermeasures of transferring rural surplus labor force.
