Research On The Mode Of Rural Surplus Labor Transfer In Shannxi Province

Ever since the year of 1978, under the leading of Chinese Communist Party, the agriculture and industry have got great development in our county. In the new century, as the step of establishing a well-off society is going forward, the problems of agriculture, countrysides and peasants come into the attention of our whole society. So the main problem is in countrysides with emphasis on peasants. To increase the income of peasants and develop agriculture and flourish the rural areas, we must arrange most of the rural surplus labors work in a large extent. It is the basis for them to make a living.Labors output is the main way to transfer rural surplus labors. It can increase their income so that they could get a higher living and improve their producing condition. Shannxi province is in the middle part of inland China with rich rural surplus labors. From 1978, the economy in rural areas is apparently more backward than the east of China. The rural labors in Shannxi province have got little education. And with backward structure of industries and rural enterprises, they can not transfer freely. Recently, with the support of the central government, Shannxi government explores new mode to transfer rural surplus labors. Great achievement has been made. The income of peasants has been increased which can be the main power for them to get living. So under the condition of great development of total rural areas in our country, the industrialization and urbanization are going forward. To transfer the rural surplus labors in Shannxi province will be a great mission for the government in order to improve the environment of agricultural production and be adaptable to the trend of industrialization and modernization.This paper analyses the agricultural labors transfer in other countries. Then make further research on the situation, characteristics, meaning and problems of Shannxi rural surplus labors transfer. And put forward some modes and approaches to accelerating the transfer, such as managing resources, improving education level, perfecting the system of rural labor market and so on. The purpose is to offer good suggests to government in making decision.
