The Study On The Positive Effects Of Rural Surplus Labor Transfer Increasing Peasants’ Income Inwenzhou

It is reported that we should transfer farmers’employment in different ways in order to make promoting peasants’income as a core from the Seventeen National Congress of the Communist Party of China. Actually, it is one of the most important goals of developing the rural economy and building a new socialist countryside. Therefore, broadening the field of rural surplus labor transfer to accelerate its pace is an important way to narrow the gap between urban and rural areas and also one of the basic ideas or measures to solve the "three rural" problems. At present, the peasants’income grows slowly, sometimes its rehound phepomepon makes itcplf the most nrnminent nrnhlem in the development of rural economy. However, rural surplus labor transfer nowadays shows some new features, which need us to take corresponding measures. Thus, in the background of building a well-off society, it becomes a very urgent task that how to promote the orderly transfer of rural surplus labor force to increase the income of the peasants. The author takes Wenzhou city as the breakthrough point and she focus on the study of the related problems between the rural surplus labor transfer and the income of peasants. The main results are as follows:The author leads to the research questions and its significance of this thesis by analyzing realistic background, and then explains the ideas and structure of this thesis. Through theoretical reference, an overview was made of rural surplus labor at home and abroad on the income of the farmers and research issues, typically, such as Lewis’dual economic structure model theory, Ranis a fee Jinghan of the "charges a pull model" theory, Jorgenson’s theory, Todaro’s "expected income" theory and the latest "push pull" theory. Then I define several concepts which are associated with the transfer of rural surplus labor, farmers’income concepts.Related consulting and research the history and the present condition of transfer of rural surplus labor in Wenzhou city, I summarize that the new characteristics of transfer of rural surplus labor in Wenzhou reflected in the large base of rural surplus labor transfer,difficulty in transferring, dominant social position of the young and the middle-aged, and low cultural qualities, weak training ideas, strong mobility and spontaneous metastasis. The trend of transfer is judged with the existing mode of rural surplus labor transfer in Wenzhou. Meanwhile, by researching status of farmers ’income in Wenzhou City and its changing characteristics since we had the reform and opening-up policy, I make a further analysis of the influencing factors and problems of farmers’ income growth. They are mainly showed in the instable development of agricultural production, inadequate facilities software, low level of agricultural industrialization, the challenges faced by rural township enterprises, the low quality of the rural labor force and imperfect rural security system.Transfer of rural surplus labor force in Wenzhou is now facing many new contradictions and problems due to the macroeconomic environment and other limited factors. The problems are caused mainly by the imperfect institutional environment, the city reduced absorption capacity, low urbanization level, low quality of the rural labor force, gradually weakened capacity of township enterprises to absorb labor force, the lack of mature healthy labor market and so on.For the effective transfer of rural surplus labor on the growth of farmers’income is an important analysis, can be found in the transfer of rural surplus labor to non-agricultural industries, not only brings direct effect also produced indirect effect. The transfer of rural surplus labor is not only conducive to the development of rural economy and society development, improve the income of the farmers; is conducive to the realization of scale and industrialization management of agriculture, but also to promote the urbanization process driven by the increase of farmers’income. At the same time also further improve the overall quality of rural surplus labor force, provides software foundation for the realization of farmers’income. Therefore, to accelerate the healthy and orderly transfer of rural surplus labor force plays a positive role to increase the income of farmers. On the other hand also can see, a large number of rural labor force non-agricultural income obtained during the transfer process, will produce the surrounding effect makes more labor to transfer in the team, most choose to go out to work and the way of doing business to increase the income of farmers.Combining with our own advantages and the actual situation in Wenzhou city, countermeasures are made to promote increasing the peasants’ income by pushing on the transfer of rural surplus labor which is proposed from the following aspects:economic andpolitical system, economic industry, urbanization, education, marketing and so on. Specifically in the aspects of economic and political system, it mainly focuses on rural household registration system reform, deepen rural land system reform and improve the social security system. In the aspects of the economic industry, it focuses on active promotion of the industrialized operation of agriculture, acceleration of the township enterprises development, vigorously development the tertiary industry. In the aspect of urbanization, it focuses on the acceleration of the development of small towns and promotion of urbanizing process. In the aspect of education, it focuses on strengthen basic education in rural areas, vigorously development of elementary education and strengthening agricultural employment skills training. In the aspect of marketing, it mainly focuses on the improvement and standardization of the labor market, and also the promotion of employment among the peasants.
