| As a country with largest population and agriculture in the word, China’s agricultural labor transfer occupies a central position in its economic development and social progress. Since China’s reform and opening, rural agricultural labor began a large-scale transfer to non-agricultural, and transfer mode included local transfer and off-site transfer. So far, transfer number up to 300 million, this scale exceeds migration and employment transfer happened any time in history and any country in the world. Undoubtedly, labor transfer across industries and space makes a contribution to the rapid growth of China’s economy in the past 30 years. On the other hand, rapid and mass transfer also brings series of unprecedented economic and social problems.The transfer of rural surplus labor will not only be associated with China’s social economic and development of people’s livelihood, but it is an important constituent element of China achieving rapid development and construction of socialism, also is major initiative of mode transition of agricultural labor. Therefore, the core of this paper is in-depth exploration of rural surplus labor issues,for the process of urbanization.Around this core, the paper firstly explains the background and significance of topics,research ideas and research methods,to the theoretical basis of this study and related concepts are defined,the mining,refining.On this basis,made a detailed analysis on the development and characteristics of China’s urbanization process and the flow of rural surplus labor and the summary,from the transfer channels,transfer mode and other aspects of the system,human resources,environment and management ti analyze the cause of these problems were.Then,from the horizontal angle,study of the developed countries and developing countries such as India,the United States,Britain and Japan as the representative of the experience in the transfer of rural labor.The article finally proposed to speed up the transfer of rural surplus labor force in the proposed four suggestions,namely,the rural land system reform,adjust the policy effectively,to create a unified urban and rural household registration management mechanism for the implementation of the labor market,improve and perfect the guarantee mechanism of rural. |
