Current Status About Enterprises Who Conducting Quality Supervision, Inspection And Quarantine In Qingdao City And Study For Future Development Strategy

The engineering quality supervision, inspection and quarantine have gone through 18 years in China. Over the past 18 years, tremendous benefits are brought to the community as well as the economy by such development. However, there are some inherent problems or limitation for enterprises in China who conducting the engineering quality supervision, inspection and quarantine such as narrow service scope and the under-developed operational mode. These problems are gradually becoming a bottle neck for the future growth of such type of enterprises in China. It has been five years since China became a member of WTO. As the market for engineering construction tends to be getting more internationalized, the current status and limitation of the domestic enterprises who conducting engineering quality supervision, inspection and quarantine makes it more difficult to compete with its foreign counterpart. Qingdao, being one of the coastal cities which are entitled to be economically open, enterprises there will face a more changeling competition. Therefore, it is more important and critical to study how to grow such enterprises in Qingdao and what might be the best business model for such enterprises.This article outlines the current domestic and international status of the development of engineering quality supervision, inspection and quarantine. We firstly studied in-depth the current status of such business model. Basing on that, we analyzed the relationship between quality supervision and project management and then the international trends for future project management. The study is intended to lay a theoretical foundation for City of Qingdao to grow its enterprises on engineering quality supervision, inspection and quarantine. After that, we moved to the current status of such enterprises in Qingdao and pointed out a list of factors that might hold up the growth of such enterprises.This article presents a train of thoughts that the current enterprises who conducting engineering quality supervision, inspection and quarantine in Qingdao shall grow towards a project management and consulting type of business model. The organizational structure and the operational mode are also proposed for such type of business. Further more, this article also provided suggestions about information and human resource management as well as cultivation of company culture. This article may be used for reference in guiding the future development of those enterprises that are or will be conducting engineering quality supervision, inspection and quarantine in the City of Qingdao.
