Application Of IS09001 Quality Management System In The Primary Inspection And Quarantine Departments

The ISO9001quality management system (also known as the ISO9000qualitymanagement system) is internationally recognized, scientific quality management mode, is ascientific summary of the world’s advanced management experience. With the inspection andquarantine institutions reform step by step, the inspection and quarantine function toward theservice direction, management, service, efficiency construction were put forward newer,higher requirements. The grassroots inspection and quarantine departments are the ultimateimplementation of the inspection and quarantine policy, are the implementation of theinspection and quarantine work, and are the basis and support for the inspection andquarantine institutions. The ISO9001quality management system as a scientific managementtheory and systematization practice guidance, in order to regulate the work of inspection andquarantine, provides a powerful tool to establish an open, transparent, efficient image of theinspection and quarantine.First, through the analysis of the similarities in theoretical connotation and commoncharacteristics in management concept between public management and quality managementsystem, this paper expounds the feasibility and significance that the inspection and quarantinedepartments as public management apply ISO9001quality management system; studies thebasic situation and achievement of the grassroots inspection and quarantine departments toestablish, implement the ISO9001quality management system, and the promoting effect ofthe ISO9001quality management system to the inspection and quarantine work. Then, thepaper discusses the effectiveness of using the ISO9001quality management system ingrassroots inspection and quarantine departments. From three aspects of system factors,personnel factors, and policy factors, the paper analyses the influencing factors of theeffectiveness of the ISO9001quality management system used in grassroots inspection andquarantine departments. At last, the paper analyses problems due to personnel insufficientattention, unreasonable system planning, unfulfillment supervision in the key link, theISO9001system standard limitation in grassroots inspection and quarantine departments: thefirst one is the system management application level does not adapt, the second one is thesystem files and the practical work is not consistent, the third one is the quality managementsystem documentation irregular implementation, the fourth one is the lack of processapproach, the fifth one is the continuous improvement of work is not enough. And proposesthe countermeasures to solve these problems with the actual situation of the grassroots inspection and quarantine: the first one is to play the role of management, pay attention tosystem operation, the second one is to strengthen the training, all members take part in qualitymanagement, the third one is to straighten out the system files, pay attention to the processmethod, the fourth one is to strengthen the implementation of the system, strengthenenforcement, the fifth one is to strengthen supervision, adhere to continuous improvement.Combined with the ISO9001quality management system in the practical application ofthe grassroots inspection and quarantine departments, this paper also puts forward the conceptof "Quality management to station and personnels one by one", puts the quality managementinto smaller unit. The performance of the quality management system is implemented by alllevels of personnel and related process, the effectiveness of the process and systemoperational effectiveness depend on the quality awareness of all personnels, working ability,team spirit and work enthusiasm.Research shows that, the establishment, implementation of ISO9001quality managementsystem is the effective way to the grassroots inspection and quarantine departments to realizethe institutionalization, standardization and procedure, is the necessary means to guarantee theinspection and quarantine work quality and to improve the work efficiency. Inspection andquarantine departments establish and implement the ISO9001quality management system,can put the factors that affect the work quality under control, provide more high-quality,efficient service, meet the related requirements, establish a good image of the inspection andquarantine.
