Inspection And Quarantine System Introduced ISO9000 Quality Management System Research

The Inspection and Quarantine System takes on heavy responsibilities of guarding the border, which is an important barrier to Prevent epidemic diseases spreading , but also a toll-gate to promote exports, and ensure the quality of imported goods, the quality of their work has a direct influence on the peoples'health and safety. Implementation of the ISO9000 Quality Management System can be comprehensively and systematically standardizing the work of inspection and quarantine. Currently, how to enhance the work quality of Inspection and quarantine departments is the hots and difficulties of Inspection and Quarantine Management all the time.In this paper, based on the theory analysis and literature review of application study for domestic and foreign government departments Quality Management, ISO9000 quality management system and inspection and quarantine departments, we analyzed the necessity and feasibility of implementing ISO9000 quality management system by inspection and quarantine departments. Combined with the practice of FuJian CIQ implementing ISO9000 quality management system,to analysis the compliance, effectiveness and suitability of the running on the on the quality management system.The results show that, the implementation of ISO9000 quality management system is a effective way for inspection and quarantine departments to achieve the institutionalization, standardization and procedure, and also is the necessary and effective protection to service-oriented government . Inspection and quarantine departments implement the ISO9000 family of standards, establish a perfect quality system, the factors that affect the quality of work is always under control and the need of stable production of products is to be met. This is undoubtedly an effective public interest protection. Self-examination through inspection and quarantine departments, internal audit, external audit, management review and other activities, the quality management system to monitor the implementation of the relevant functional departments should regularly monitor the implementation of quality management system, quality management system to improve the effectiveness and continuous improvement capability, ensure quality targets expected to achieve.Operation indicators of the effectiveness with ISO9000 quality management system can be summarized as a single error rate, customer ultimate satisfaction, work cycle, the extent to violate normative documents.In this paper, concrete steps were formed to implement quality management system, which can be practice into Knowledge preparation--- Legislation--- Publication---Implementation ---supervision and improvement, a total of five stages. As a result of obstacles produced by the conservative-minded officers in Inspection and Quarantine systems, Fujian Inspection and Quarantine Bureau may encounter obstacles in the process of implementation of ISO9000 quality management system.We suggest, the inspection and quarantine departments should take the pilot reform of quality management system as an important task to deepen the construction of country Inspection and Quarantine mechanism.We should strengthen organizational leadership, make clear division of responsibilities and work requirements, make a good job of ideological mobilization with inspection and quarantine personnel in depth, improve the inspection and quarantine staff enthusiasm, and grasp every sections accurately in order to make quality management system as a powerful weapon indeed to improve quality inspection level, cater for scientific development and promote the career development of inspection and quarantine.
