Study On Project Managers' Team-building In The Small And Medium Construction Enterprises Under The Constructor System

Since 2002, qualification management system which is adopted by our country to the project managers has been changed significantly, that is, the previous construction project managers' administrative examination and approval system has been replaced by the constructor qualification system. The transition-period is 5 years. After the deadline of February 27 of 2008, all project managers' qualification certificates will be stopped using, and the project manager must be the personnel who have obtained the constructor's qualification. Under the constructor system, the small and medium construction enterprises are lack of constructor resource, and this will seriously restrict the development of the small and medium construction enterprises. The small and medium construction enterprises must strengthen their project managers' team-building and build their high quality project managers' talented team to serve for the brand making and long term development of the enterprises. Therefore, this paper which researches the project managers' team-building in the small and medium construction enterprises under the constructor system not only has the theoretic significance, but also has the practical and instructive significance.First, this paper analyzes the relativity between project managers and professional managers under the constructor system, and summarizes the situation of theories involved in this paper. Secondly, the paper outlines the overseas and our constructor systems and the relationship between project managers and constructors. It analyzes the situation and problems of the small and medium construction enterprises' project managers and their team-building, and proposes that the constructor system will bring the opportunities and the challenges to the small and medium construction enterprises. Thirdly, this paper makes a research of the project managers' team-building mechanism from project managers' recruiting,using and reserving in the small and medium construction enterprises. Fourthly, on the basis of the theoretic research of the project managers' team-building mechanism, the paper carries on a demonstration analysis taking A corporation as the example. Finally, this paper further gives some countermeasures and suggestions to strengthen the project managers' team-building in the small and medium construction enterprises under the constructor system.
