Nowadays, cultural prosperity and development is more and more important in the national construction and economic development, sound and rapid development of the cultural industry is a very significant cultural building in the new period and urgent strategic task for the promotion of economic and social development, enhancing the overall national strength, and the realization of socialist modernization. The CPC Central Committee attaches great importance to the development of cultural industries, a series of important conclusions and deployment has been made, making clear requires for great significance to speed up the development of cultural industries, the overall idea, objectives, tasks and principles of the requirements. Responsing to the call of the CPC Central Committee, to promote the prosperity and development of the culture of Tianjin, Tianjin municipal government decided to invest in the construction of the Cultural Center of Tianjin. In order to ensure the effective implementation of the project and to ensure the achievement of project objectives, It is need to mobilize the enthusiasm of departments and team members from Tianjin Environmental Construction Investment Co.,a cultural center in Tianjin landscape. And it is need to make effective project performance management to the project department.From the point of view of the company’s strategy, according to the characteristics and the objectives and requirements of the landscape supporting projects of the Cultural Center of Tianjin, as well as the requirements of the project construction side-project organized by the Ministry of Environment Construction Investment Co., Ltd., Tianjin architecture and the responsibilities and tasks, I clear the principles and factors for performance management ad and designed the building side of the landscape supporting projects of the cultural Center of Tianjin performance appraisal index system basing on the principle of the balanced scorecard and key performance indicators, and make the weight of each factors according to the expert scoring method, and fully solicit opinions from all sides determined on the basis of performance indicators. I Clear assessment of the data sources and the calculation of the results of the exam in this paper too. This paper make Attention to the results of the exam and the communication and application in order to ensure the validity of the assessment, and linked to the salary and bonus, which is also the main basis for training and promotion. In order to ensure the effective conduct of performance management, the paper offers project performance management, organizational leadership and organizational measures. Finally, the thesis summarizes and notes the problems and advises when using of the performance management. There search will be an important reference for Environment Construction Investment Co., Ltd. In Tianjin project management level improvement and development.
