Small and medium-sized construction enterprises in China has been hovering ata low level. How to increase the authorized capacity of business executives andproject team performance has been a great issue which need to be solved to theresearchers and practitioners in this field. This article explores the factors that affectthe company managers to fully authorize and the project team performance. It tries tofind some full or partial solutions to such issues, in order to provide some referencesto the senior management of most small and medium-sized construction companiesand project management staff. We also hope this article can be helpful for theimprovement of project team performance.This article describes the current development status of small andmedium-sized construction enterprises, and analyzes the problems in the managementof the project team. The article discusses the related theory briefly, such asorganizational behavior, full authority, project management, project teamperformance, describes the general situation of the case in this study. We alsohighlight the influence to the performance of the project team which conducted by thesenior managers in such small enterprises under strong family-businessatmosphere.Then the article gives an overall framework of an improved optimization,optimizes and analysis of three levels from the individual level,group level andorganizational level, and accordingly gives a number of targeted recommendationsand methods for improvement. The article also gives a definition to the full authority,which senior managers give to project managers and project teams. It is built on thebasis of both the ability and the relationship between them. It’s also a relative anddynamic process, and other aspects of the project team to enhance and improve isbuilt on the basis. The article sums up a relatively complete method about fullauthority and improvement of the project team performance. It gives a briefintroduction to the implementing recommendations for improvement, and introducesthat the company achieve the full authorization, which the project manager get fromthe leader, to effectively improve the performance of the project team. The studyexplains that the performance of the project teams could be improved only by the full authorization that project manager gotten from the senior manager and the projectmanager responsibility system implemented. This article also looks ahead to the lackof this study and problems to be solved in this field.
