On the point of the transformation of communication industry's towards buyer market from the selling party market, massive pressure from the competition in the market has driven managers to focus on the completion of tasks in achieving financial results only while working, or for the sake of themselves, attempting so hard to meet the performance manager's satisfaction, and overlooking the departmental cooperation and relevant impact on grass-roots unit. However, the above-mentioned assessment method fails to thoroughly reflect the real performance of an organization or an operation unit. Therefore, incorporated with the author's actual experience, this paper, according to these analysis on the environment of communication nowadays, which the author has been studying in detail, applies the means of balance scorecard, AHP and 360-degree feedback methods to reconstruct the department performance management system of WT company. The purpose is to bring up the employees' consciousness to serve the customs spontaneously, and finally realizing the transformation towards Customer Services of the entire enterprise.Based on these key matters of performance management in WT company itself, comparing with those popular approaches of performance assessment on human resources, this paper proposes that the balance scorecard is the most proper approach to solving these matters. On the basis of former theory of advanced performance management, the actualization methods of key elements of this system are studied, including performance objective planning, performance doing and monitoring, performance appraisal, performance feedback, results and performance analysis. Furthermore, when the performance objective is planed, BSC (Balanced Scorecard) and AHP ( Analytic Hierarchy Process ) are used integrated to set up the performance assessment model. Finally, the author showcases some application of the new performance management system and summarizes the topics covered in the paper.
