Owing to manufacturing industry competitive pressures increase, competition among enterprises depends more on the competition of internal management. Modern enterprises lay more emphasis on the important human resources, while performance management is paid more and more attention in the world as the core part of human resource management. Therefore, the study of scientific performance management and its effective implementation is of great significance to the development of the companies’management and the realization of their overall strategic objectives.In recent years, with the growth of China’s foreign beer (FMCG) market value, a lot of international enterprise into domestic. They set up many production bases, directly involved in the domestic market competition.Production costs continue to rise. Increasing marketing efforts exert enormous pressure on the beer business. Competition within the industry are becoming increasingly intense.TT is a long history of beer manufacturing and sales enterprise. TT is in the growth stage of a new round with a large number of new plants.In various management, how to ensure the consistency of the various manufacturing plants is the primary problem in the operation and management of manufacturing plants.In manufacturing factory in human resources management, establishing a scientific and reasonable system of performance management is necessary. Sector is the important link between the manufacturing plants and employees. The effect of the department’s performance management is very important to complete the strategic objectives of the manufacturing plant.Through the TT manufacturing plant department performance appraisal interviews and questionnaires, this paper summarizes the status of the manufacturing factory departments performance appraisal. The difficulties encountered by the enterprises in the departmental performance management process through the analysis of the status quo. This paper analyzes the causes of the problems. This paper, a review of the literature, described the existing performance management theory, processes and methods. It combined with the problems in the performance evaluation of the TT manufacturing facility departments. It combined with the status of the TT and manufacturing plants in the overall development strategy. Design ideas builded a results-oriented and process control of performance management. In the design of performance measurement system, the paper combined of BSC and KPI. We believe that the sector performance indicators is complete and multidimensional. Actual this article design a set of departmental performance management solutions for the TT manufacturing plants..Finally, we combined with the overall strategy of human resource management and supporting measures of performance enhancement and promotion. Through effective salary reflects the corporate culture, communication mechanisms, human resources policy, performance management is the effective implementation in the corporate sector.TT company performance management optimization design to establish a set of practical and efficient management system is essential. It provides a guarantee for the smooth implementation of the other elements in the human resources management.Also it has an important contribution for reaching on the strategic objectives of the manufacturing plant. A new round of expansion of the company, the optimization design of the departmental performance management solutions provide a valuable reference for other new plants.In this paper, by the combination of manufacturing operations and human resources management, the utilization of working hours to reflect the effectiveness of human resources in the production process.This paper is designed to provide some useful reference and thoughts for the departmental performance management of the beer(FMCG) manufacturing industries through the analysis and discussion of the above problems.
