Reform and opening up in China has promoted the rapid development of China's society and economy.Under this background,various forms and businesses of enterprises have gradually emerged,and the outsourcing industry has thus ushered in a broad space for development.Company Z is one of the best in the outsourcing industry.It mainly undertakes the outsourcing business of some units.In this study,the main research content is focused on performance improvement of S provincial taxation system service center(short for the Taxation Services Department of company Z).How to improve the performance management system and the performance management level,achieve the purpose of improving staff production efficiency and the overall efficiency of the organization is the focus of S service center's attention.Based on the investigation to actual situation of the performance management system of S provincial tax system service center,this paper makes a thorough analysis and diagnosis of the performance improvement with outstanding problems.By introducing the theory about performance improvement,the author designed a solution to performance improvement,including performance appraisal index system,management procedures and protection measures plan.In order to improve the performance management system for S service center to provide a new way of thinking and application tools.The specific studies are as follows:First of all,this paper describes the background and significance of performance management optimization research in S service center,then introduces the basic theory and components of performance improvement,and analyzes the connotation of performance improvement.It points out that performance improvement is the key link in the performance management system to achieve the improvement of employee performance.Secondly,the literature on performance improvement at home and abroad are reviewed,and the latest research achievements of performance improvement theory are introduced.After analyzing theories and literature of performance improvement,this paper analyzes the current situation of performance management system according to the questionnaire survey and interview on the current situation of employee performance management in S service center.By questionnaire survey,the following problems are found in the original performance evaluation system of S service center of Z company: 1)the concept of performance appraisal is not yet deeply rooted in the hearts of the employees.Upper mesosphere managers also need to strengthen propaganda guidance,so that performance appraisal theory system principle can be understood by the employees.2)the performance appraisal is out of line with the company's strategic objectives;3)the current assessment method of the center is simple,and the index design missed the original target of reflecting the work performance of each employee accurately;4)among which the key problem affecting the performance improvement of employees is the unfulfilled implementation of performance feedback with lack of performance diagnosis,perfunctory interview and shortage of performance improvement plan.In view of the problems in the questionnaire survey,this paper believes that the performance appraisal system of S service center needs to be significantly improved,so as to constantly motivate members of the organization to improve their performance.Therefore,study on the core content of this paper is to establish an optimized performance appraisal index system for S service center.In terms of specific writing ideas,in order to build an optimized performance appraisal system,this paper determines the key performance indicators at all levels of the center.For the service seating,the KPI index system is firstly determined,then the specific post index weight calculation is carried out with the analytic hierarchy process,and the quantitative part of this paper is completed by combining the 360-degree performance assessment method and fuzzy evaluation method.In addition,this paper introduces the theoretical achievements of performance feedback,which provides a feasible solution to improve the performance feedback work.It makes effective exploration for improving employees' performance management system of S service center.Due to the limited theoretical level and research ability of the author,there are still some deficiencies in the research of this paper,such as the limited depth and comprehensiveness of the investigation to S service center,and the limitations in the analysis.It is hoped that these deficiencies will be corrected and improved in practice in the future.
