On The Supervision Institution And Mechanism Of The Safety Of Colliery

Coal mine safety is a hot issue, to which people pay much attention. It is of vital importance to common people's life and property. More than something inside an enterprise, it has become a social problem, a political problem and an international problem. Supervision of coal mine safety is important public management by a government. The coal mine safety of China has been far from satisfactory. The megaton death rate has stayed very high, far higher than that of other coal-producing countries. There are many reasons for this. In the present supervision system of coal mine safety of China, there exist repetitive supervision, impact supervision, omission of supervision, inequality between authority and responsibility, feeble suppression, lack of restriction of supervision personnel, and too many loopholes in handling and replacing certificates. This is because of historical factors and imperfect laws and regulations. Existing laws and regulations on supervision of coal mine safety are conflicting with each other. With many loopholes, they are not operable enough. In addition, this is caused by department interests and local interests. The contention for department interests leads to repetitive supervision and local protectionism results in ineffective supervision and omission of supervision.To cope with the insufficiency in the supervision system of coal mine safety, this thesis claims to learn successful experience both home and abroad. Besides, the following suggestions are made here to improve the supervision system of coal mine safety on the institution and mechanism: First, integrate the supervision resources of coal and safety supervision departments based on the existing 3-level vertical supervision organization to establish a 4-level vertical and independent supervision organization. That is, establish coal safety supervision bureaus with vertical management in each county. This aims to strengthen routine supervision, enhance the authority of on-the-site supervision and solve the problems of repetitive management and omission of management. Second, make comprehensive and operable laws and regulations on the supervision of coal mine safety to clarify responsibilities so that supervision can be made according to law. This aims to strengthen the awareness of coal mine safety responsibility subject, reinforce the suppression of illegal coal mine responsibility subjects and impel coal mine enterprises to really bear their responsibilities as coal mine safety responsibility subjects. Third, our country should help high-level colleges or universities train coal mine technicians and peasant miners by awarding directional scholarship and enterprise stipend, waiving tuition, or offering free training. Last, strengthen the management of coal mine safety supervisors and enhance their awareness of responsibility; establish the system of safety supervisors in charge to strengthen the supervision of safety supervisors; establish a transparent supervision operation mechanism and mobilize safety supervisors'enthusiasm; establish an incentive mechanism with the rules for reward and punishment kept strictly.
