Research On China's Coal Mine Safety Supervision Mode

China is the largest coal producing country as well as the largest coal consuming country in the world. Coal takes a very important role in China's energy structure, having always remained at about 70% of the total energy production and consumption. It is estimated that the percentage will still remain at 50% and above by 2050. Thus, as a basic energy and basic raw materials, coal plays a very important role in the national economic and social development.The continual and healthy development of the coal industry is a major issue which is related to national economic and social harmonious development. However, at present, China's coal mining industry is not optimistic, and the whole society is very sensitive about the frequently happened mine accidents. China's coal output accounted for 30% of world coal production, but the death toll from mine accidents is around over 80% of the whole world,4 times the number of miners died in the mine accidents of the rest countries. Every year, about 6000 miners lost their lives in the mine accidents. And, the state, coal mining enterprises and mining families suffered heavy economic loss. Government departments in charge of coal production to reduce the frequency of security incidents has made unremitting efforts, but with little success. Governance of mine, always get out of "an accident to governance, governance over and crash" cycle.China's coal safety and production status of the population caused great concern at home and abroad, there are a large number of experts and scholars on this issue made in-depth study and draw useful conclusions, the paper on this basis, try to use of multi-center management theory to study the safety of coal mining enterprises regulatory approach, hoping to find a frequency of mine accidents can break the stubborn way.
