21 century is the information and knowledge economy time, and human has entered the period of unprecedented high-speed economic development. The social competition gets more serious,so more and more enterprises aware the enterprise competition is in fact talent competition.Under this background, how to attract and retain employees, build excellent personnel, unite with international advanced HR management mode, and achieve HRM reform and transition is the theme of HR.As one of HRM fresh item object, Competency Model got a lot of attention. Along with the enterprise realize talent-post matching can bring high performing, enterprise managers urgently need a Competency Model which is a management tool to achieve competitive advantage.Development of HRM determines the competitiveness of the enterprise,and it depends largely HR mangers'capabilities and quality.As large monopoly& state-own enterprises,Electric Power enterprises are the lifeblood of the country and the people. Research on competency model of staff, especially the HR manager is significant.Because of some historical and present reasons, competency model of Electric Power enterprises still in initial stage.The thesis take HR managers of Electric Power enterprises as an object of study,using the interview method, questionnaire investigation, BEI and SPSS. The purpose is to attain the HR managers should possess what capabilities,and then make more leaders understand and master this new tool.The author introduces how to construct and use Competency Model,at the same time set up HRM system based on Competency Model.
