The electric power industry is the foundation of the national industry, and the safety of theelectric power system is closely related with the daily life of the residents, industrial productionand social stability. There are five key posts related most closely with the electric power systemand safe production,which are Grid Dispatching, Substation Operation and Maintenance, WireOperation and Maintenance, Relay Protection and Live Working. The purpose of this study is to explorethe competency of the employees in these five key posts through the methods that combined of Qualitativeresearch and quantitative research, such as literature research, behavior event interview(BEI), questionnairesurvey and so on. This paper has finally developed and validated the competency models of the employees inthe five different key posts.This research contains three parts:Part1: studying on the theoretical competency models of the employees in the five key posts. Through theway of behavior event interview to the typical employees of different posts and analysis to the interview result,the competency of employees in different key posts is obtained, including the importance degree of differentcompetency. Therefore, the theoretical competency models can be built.Part2: preparing the initial competency questionnaires according to the theoretical competency models ofthe five key posts, and starting the initial survey with the questionnaires, then exploratory factor analysis aswell as the reliability and validity test are done to the questionnaires based on the survey data. According to theresult of exploratory factor analysis, modification and improvement are made to the items of the questionnairesto develop the formal competency questionnaires.Part3: through the verification factor analysis to the formal competency questionnaires, the validity of thefive competency models of different key posts is further verified.The achievements of this research are as follows:It builds five competency models for the employees in five key posts of the electric power system.The competency model of the employees in the post of Grid Dispatching contains27itemswhich are divided into6dimensions: vocational qualities, personality traits, post skills&knowledge,work attitude, cooperation and communication skills and self-enhancement. The competency model of the employees in the post of Substation Operation and Maintenance contains24items which aredivided into5dimensions: vocational skills and qualities, personality traits, work attitude,self-enhancement and interpersonal relationship. The competency model of the employees in the postof Wire Operation and Maintenance contains37items which are divided into7dimensions:interpersonal relationship, vocational qualities, personality traits, work attitude, self-enhancement, post skills&knowledge and safety awareness. The competency model of the employees in the post of RelayProtection contains34items which are divided into6dimensions: vocational qualities, post skills&knowledge, personality traits, work attitude, self-enhancement and interpersonal communication. Thecompetency model of the employees in the post of Live Working contains30items which aredivided into7dimensions: interpersonal relationship, personality traits, work attitude, self-enhancement,post skills&knowledge, vocational qualities and comprehensive ability.It develops the competency questionnaires for the five key posts, which have high reliabilities andvalidities and can be used to evaluate the performance of the employees in the five key posts.The competency models of the employees in the five different key posts that it builds and validates enrichthe theory system and expand the field of competency research. The results of this research have importantapplication value by providing empirical basis for recruiting, selection, training and performance managementof the employees in the five key posts of the electric power system.
