With the rapid development of electric power industry, the influence of electric power industry as the national pillar industry on national economy growth is more and more great. As the acceleration of marketization reform pace of electric power industry, the State Grid Corporation makes our country electric power marketing system mature gradually by building "Three Intensification and Five Optimization" system, electric power marketing as the core business of the electric power enterprise, which be attached great importance to electric power enterprise gradually. Marketing managers perform daily management tasks, their own competencies are related to their performance, electric power marketing management level and the development of electric power Corporation. Therefore, it is significant to study the competencies of marketing manager, as a major theme of human resource management in the new economic era, competency model can make continuous improvement of employee performance and organizational performance, so as to realize the competitive advantage of enterprises.Firstly, this paper has combed and discussed the related concepts and theory of competency model, systematically analyzed construction process, method and the function and significance of research on competency. Secondly, combining with the current situation of electric power enterprises, defined job responsibilities on the basis of dividing grade sequence, analyzed and refined electric power marketing manager competency from the core competency, general competency, professional competency, discussed the thinking of model construction in detail, graded and described competency obtained, established a set of competency model suit for electric power marketing manager.Finally, on the basis of the competency model constructed, analyzed the situation of the X province electric power company and features of electric power marketing, selected three electric power marketing manager of X province electric power company as a case study, determined the index weight applying analytic hierarchy process, obtained data in the evaluation team scoring, comprehensively evaluated competency of the three power marketing manager applying the fuzzy synthetic evaluation method.
