Along with Electric power enterprises’reforming, more and more Electric Power enterprises aware the enterprise competition is in fact talent competition, the conception of "people first" has got unprecedented strengthening. Under this background, how to attract and retain employees, build excellent personnel is a challenge for the management of Electric Power enterprises. Though competency model of Electric Power enterprises still in initial stage, with the research on the connection between competency of people, including knowledge, technical ability, behavior, and working performance deepen day by day, Electric Power enterprises will realize talent-post matching can bring high performing and pay attention to the human resource management that takes the competency as the center.In this paper, firstly the domestic and foreign research status of competency model were elaborated, the theoretical basis of the competency model construction and evaluation method were introduced systematically. Secondly, with electric power enterprises character and management current situation, Qinghai electric power enterprise human resource management current situation was analyzed, according to the research result the method that building the human resource management based on competency. Thirdly, using BEI and questionnaire investigation, the employee competency model of Qinghai electric power enterprise was constructed, two-layer competency evaluation model was built based on this employee competency model, two-layer competency evaluation system was built, competency evaluation system was developed by two-layer competency evaluation system, and the information of competency management was realized. Finally the competency model were applied on enterprise human resource management module such as position analysis, performance management, training and development, salary management, staff recruitment and selection and employee career planning etc, effectively promotes the ascension of employee ability quality, and thus enhance the core competitiveness of the organization, and promotes organization’s strategic target realization. This paper provides important mirror and reference value for electric power enterprises’competency model construction and application.
