Along with Electric power enterprises’reforming, more and more Electric Power enterprises has found the fact that the enterprise competition is in fact talent competition, the conception of "people first" has got unprecedented strengthening. Against this background, developing excellent personnel is a great challenge for the management of Electric Power enterprises. Though the Competency Model of Electric Power enterprises is still in initial stage, with the research on the connection between competency and training has deepen day by day, Electric Power enterprises must realize management of personnel training should based on competency model, which can bring high performance. Electric Power enterprises should also pay attention to the management of personnel training and take the competency model as the center of the management.In this paper, the domestic and foreign research status of competency and talent development were elaborated firstly, at the same time the theoretical basis of competency and talent development were systematically introduced. After that, based on the character of electric power enterprises and present management situation, the existing electric power enterprises management training situation was analyzed. According to the result of research, building the management of training should based on competency model. Thirdly, with the help of questionnaire investigation and BEI, the management competency model of electric power enterprises was constructed, management personnel training curriculum system of electric power enterprises was also developed based on this management competency model. Finally the thesis takes Ninghai electric power company as an object of study, discusses how to construct the management of personnel training curriculum system in electric power enterprises. The method can effectively promotes the ascension of manager ability quality, and thus enhance the core competitiveness of the organization, and promotes organization’s strategic target realization. This paper provides a good reference for electric power enterprises who want to set the management personnel training curriculum system which is based on competency model.
