" Food is man's first necessity", which is the best summation of the relationshipbetween man and food.Food safety is a global issue, each year the seriousconsequences which caused by the non-safe food, make it becomes one of the most important threats of public health.Food security is related to people's livelihood, directly sustains the lives and health of man, and the entire social stability and development.Therefore, the emphasis on food safety has become an important aspect about how to judge the quality of life, social management level and legal system in the country.Governments around the world have take the food safety supervision as an important function of government.The Chinese government also attaches great importance to food safety issues, and have gradually reached the new level of management.At present, China is building a harmonious society, food security is the main content and fundamentals of social harmony.Therefore, at this stage, it is particularly urgent to study the way that the Government effectively carry out the food safety regulatory functions, and apply scientific concepts to guide the work of supervisory practice, in order to ensure food quality and safety.However, food safety situation in China is not optimistic, food safety accidents occur frequently, such as"Red duck egg" incident, "snails"incident, "poison milk powder"incident and so on.This raises the unprecedented attention to food safety issues and also focus on the food safety regulatory bodies. Why the unsafe food can enter into the market without supervise?Why food safety incidents are often found by organizations such as hospitals or the media, rather than the food safety regulatory agencies?In fact, the contest focus on the set of the food safety regulatory agencies and definite their functions and responsibilities.There are many differences in legislation and practice on this issue, for every country has its own reasons and background on selects food safety regulatory mode.In view of this, we should fully understand and learn the experience about the design in the food safety regulatory agencies from developed countries, and inspect carefully of the food safety regulatory agencies, analyze their successful models, toexplore the reform of food safety regulatory bodies in China.This will inevitably improve the situation of food safety and regulatory agencies in China.There is a link between administrative efficiency and a administrative bodies with reasonable setup.A government agencies with unknown authority and responsibility, ill-defined, buck passing can hardly complete public tasks.In the food safety supervision system, the regulatory body is the operation carrier of the entire regulatory system, the setup of regulatory bodies directly impact if the functions fully play.Existing research shows that the underlying causes of current food safety supervision, inaddition to laws and regulations is not perfect, and food standards system is not uniform the main division of the regulatory body is unclear, the responsibility is unknown, duplication of functions and waste of resources departments caused by joint management.Therefore, we need to integrate the existing supervision resources, design the efficient supervision and management system of food safety organization rationally, to delimit the fringe between departments through the establishment of a unified authority, coordinate inter-departmental bodies, improve the supervision efficiency and reducing resources waste.China order to fundamentally solve the problems exist in the food safety control, to create a good environment for consumers.This thesis focus on food safety regulatory agencies of thegovernment, introduction is the theoretical analysis of food safety supervision, defines the basic concepts of food safety regulation, introduced the basic theory.The thesis is divided into five parts.The first part reviews the evolution history of food safety regulatory agencies in China, analysis the status and the importance of government regulation..The second part analysis the major problems of food safety regulatory agencies.The third part, analysis of China's food safety regulatory problems cause. The fourth part through the analysis of the present situation of the food safety regulatory system in developed countries, take a comparatively analysis on differences between China and developed countries about the setup of regulatory body, to learn useful'experience abroad combined with national conditions in China.The fifth part, analysis the functions of the food safety regulatory agencies.from the point of view about establish an effective food safety regulatory organizations, against the institutional shortcomings, posed somesuggestions about to improve a sound system of food safety regulatory agencies.
