| As ancient says, hunger breeds discontentment. Especially in our days of building a moderately prosperous society, we pay special attention to the quality of food supplement, i.e. food safety. So the safety of food becomes a significant issue concerning with peoples’ immediate interests. Unfortunately, our food safety can’t meet the requirement of peoples’ healthy diet, food safety accidents occurred frequently in recent years, which damaged peoples’physical an mental health and the impression of governments concerning with governing food safety.In this thesis, the forming process and condition of chinese food safety regulatory agencies were arranged. The responsibilities of chinese food safety regulatory agencies to supervise food safety were concluded. Considering food safety regulatory agencies, from the point of Whole of Government (WOG), we consider the potential reason of frequently occurred accidents in food safety as lacking of coordinating and integrating. By contrasting with the food safety regulatory systems of developed countries, concluding their advantages, we can learn their regulatory mode and experience. Based on the perspective of WOG, to solve the public affairs-food safety regulation, which has the characteristics of complexity and diversity in current information society, we put forward we should establish coordinating and integrating higher administrative level food safety agency, to coordinate and integrate existing food safety regulatory agencies. We can set up different responsibility mechanisms and incentives, reasonably divide and arrange their clear responsibilities, thus existing food safety regulatory agencies have clear rights and responsibilities while they corporate with each other, each perform their own duties. We can encourage different agencies to form intimate friendship to share resources and collaborate by establishing their friendship based on network.We hope we can improve chinese food safety regulatory level by this way. |
