In recent years, with the rapid development of China’s food industry, food safetyincidents continuously happened and food safety attracts people’s more attention than before.Although our government has strengthened the supervision of food safety and improvedsecurity in food markets, food safety issues are serious, and there is still a large gap in foodsafety supervision integrity level between advanced countries and us. Especially in recentyears, food safety incidents, like Sudan, Melamine milk powder and Recycled waste oil,outbreak frequently, and government and consumers have given unprecedented attention onfood safety. Based on the public nature of food safety, the government takes the unshakableresponsibility for food safety regulation. However, how does the government follows theobjective laws of nature and human social development, uses the comprehensive andsustainable scientific theory to guide the regulation of food production, processing,management, consumption and ensures health and safety of human food chain? It not onlyneeds to have far-sighted scientific research, legal support and strict law enforcement, but alsoan effective and innovative regulatory environment. Social supervision should be enhanced,consumers should be encouraged to participate in food regulation, and enterprises shouldadapt to the market rule. None but effort and corporation of government and consumers canestablish a seamless supervision system of food safety to keep food safe and people healthy.China’s economy is now undergoing its transition stage, and it is a very importantproblem which we must face and need to study carefully that how to effectively and smoothlyhandle all types of food safety issues. In view of this, this paper studies on our government’ssupervision and management system, and on the basis of introducing and analyzing thehistory, current situation and deficiency of China’s food safety supervision, the author putsforward the countermeasures to China’s food safety in government supervision systeminnovation and explores ways to get rid of China’s food safety dilemma from innovation oflegal system, supervising subject and supervising tools. The paper is divided into five parts:The first part is the introduction. This section introduces the research background andsignificance, elaborates domestic and foreign scholars’ research status of food safetyregulatory system, and points out that the frequent occurrence of food safety incidents hasbecome one of the core issues which people concerns, and it is a major subject in governmentmanagement theory to study food safety regulatory. The research on food safety regulatorysystem integrates economy, politics, law, public administration and other related disciplines; and this paper focuses on political science and public administration to discusses theinnovation of the food safety regulatory system in our country, puts forward research ideas,research methods and innovation points, and thus to promote China’s food safety regulatorysystem more perfect at the theoretical level.The second part introduces the related concept of food security, and from the protectionof people’s health, maintaining market order, maintaining social stability, improve our countryin the international market competitiveness, and so forth the necessity of food regulatorysystem innovation, thereby laying the foundation for the study of this thesis.The third part analyzes China’s current food safety regulatory system. This sectionreviews the history of government regulation of China’s food safety system, and summarizesadvanced food safety regulatory reform experience in some typical area and typical city inrecent years, and then analyzes carefully the problems in China’s current food safetyregulatory system and wants to solve these issues from the theoretical level through theinnovation of system and institutional mechanisms.The fourth part puts forward the ways of Chinese food safety regulatory systeminnovation by drawing on foreign experience. From four aspects like legal institutionalinnovation, mechanism innovation, food safety subject innovation and supervising toolsinnovation, more innovative and effective specific countermeasures will be put forward,including a workable and perfect legal system, thorough food safety standards, a seamlessentire supervision mechanism, a reasonable and effective accountability mechanisms andsocial regulatory mechanisms. In this section, we call for social supervision and mobilize thewhole society to carry out food safety supervision, and food security information managementsystem and relevant equipment should be established and improved.The end is the conclusion section, which summarizes the present stage of food safetyregulatory system drawbacks and the causes of food safety regulatory issues, and elaboratesthat we should pay attention to several aspects to improve and innovate our food safetyregulatory system. It comes up with methods such as improving the food safety laws, foodsafety regulatory system and accountability mechanisms, establishing food safety standardssystem; restricting reasonable regulatory powers; strengthening information disclosure andpublic oversight of other specific measures and recommendations, and prospecting China’sregulatory system with the current status of China’s food safety regulatory system.
