Food safety is related to people’s livelihood, directly affect the national physical,economic development, and indirectly related to the happiness of the people, socialstability and public confidence in the government, food safety is an essential publicgoods, providing safe food is generally classified as an important function ofgovernment world. However, in recent years, Chinas focus on the outbreak of foodsafety incidents are shocking, the overall food security situation is quite grim, from arealistic point of view, Chinas food safety regulatory system foundation is weak,lagging behind the level of theoretical research, food safety regulatory performanceunsatisfactory, many aspects need urgent improvements. Foodservice industry as afood consumer terminal links, is an important link in the food production chain.Asfood has a cumulative risk characteristics, food safety of catering enterprises shouldfocus on themselves but not limited to those, supervision of food and beverageenterprises should be brought into the overall business considerations.This article is based on the government food safety supervision in China, in thebackground of promoting service-oriented government building, seizing theopportunity for reform, to seamless government theory, theory of governance as aguide,to Hongkou District, Shanghai government regulation of food safety cateringenterprises as the breakthrough point, through learning advanced experience offood safety supervision from Japan, Hong Kong and other countries and regions,analyzes problems and defects in food safety supervision of Hongkou District, and putforward corresponding countermeasures and ideas.This paper is divided into five chapters, the first chapter is an introduction,describes the topics of the background and significance, as well as domestic andinternational regulation on food safety research status, research ideas and methodsof this paper; second chapter involved in the article of the “government functions”,“food safety supervision”,and other important concepts are defined and explainedthe government food safety regulatory service functions to fulfill the theoreticalbasis; Chapter III Analysis of the catering business, Hongkou District government food safety regulatory status and defects; fourth chapter analyzes the Japan andHong Kong, respectively, in the food safety regulatory aspects of the outstandingfeatures and useful experience, and summarize the five points of enlightenment andpractical reference value; fifth chapter, according to previously described, from theinstitutional mechanisms, laws and regulations, supervision and management,improve service innovation and other aspects promoting countermeasures andsuggestions for government food safety supervision of food and beverage companies,Hongkou District. The final epilogue summarizing the full text.
