Periodical non-destructive test on the Rod Cluster Control Assembly (RCCA) is commonly adopted at most of the nuclear power station (NPS)either in domestic or abroad for ensure their safe and reliable operation, whose purpose is finding out the potential problems and resolve them in advance in light with the principle of"Defense in Depth". Investigation shows that the available RCCA detection system developed by western countries such as America, Canada and France, etc. could not applied for the detection of RCCA at Tianwan NPS. Therefore, it is essential to research and develop the appropriate RCCA detection system correspond to the special structure of RCCA at Tianwan NPS.The Project is of the first R&D one jointly by NPS and Institute, possessing the characteristics of large invest, difficulty in the development of key inspection technology, tight schedule and heavy tasks. There are a lot of uncertain factors from aspects such as policy, capital, technology, organization, schedule and quality, etc., existing at the start-up and expansion stages which are leading to the project perdue risks, huge difficulties and challenges. Consciousness of risk is necessary to be reinforced incessantly in the management of both Organizations and team members. The only way to guarantee the success of the project is application systematically the theory and methods of project risk management for recognizing, assessment and management the various risks possibly occurring at the start-up and expansion stages. Firstly, the risk management programming is performed to determine the target, scope and key tache. Consequently the risk management plan is established to determine the risk cost factors and necessary planning activities, distribute responsibilities of risks.Secondly, the risks at various researching stages of project are recognizes and assessed so as to find out the policy and invest risks at the feasibility research stage, as well as the technical, economical, scheduling, quality and organizational risks, enumerate the risk factors in detailed and relevant persons in charge. Qualitative and quantitative analysis are undertaken on the risks to determine the possibilities of their occurrence, extent of influence and degrees, compile the list of project risks.Finally, the relevant strategy and measures are worked out for the various risks. The methods for increasing the ability of team members to reply to the risks are provided. The dynamic monitoring and controlling of risks should be implemented by setting the mile-stone events during the various stages of Project development as check points and reviewing the fulfillment of the risk elusion strategy in order to make corresponding measures to the actual situations on time.Project risk management is the integrate part of project management, which should be paid more attention in any project. Continuous enhancement on risk consciousness and promotion on the level of project risk management among the project team members are the essential to ensure the success of project.
