Research On Long-term Mechanism Construction For Hazardous Chemicals Safety Supervision In Changzhou City

At present, with the rapid development of chemical industry in our country, thedomestic hazardous chemicals is used more and more widely, hazardous chemicalssafety production has become a social problem more and more attention. In recent years,our country has established the system of hazardous chemicals safety management, butthe situation is still grim, hazardous chemicals accidents still occur. Therefore, thisproblem has become one of the most important factors threatening the safety of people’slives and property, affecting the sustainable economic and social development.This paper uses the system safety theory, accident causation theory of safetymanagerialics, and the institutional change of North’s theory, to Study on the definition,discrimination and classification of hazardous chemicals, to analyze the current statusand the situation of hazardous chemicals safety production in China, to compare thepractice and experience of hazardous chemicals safety supervision between domesticand abroad. Then, from the practical situation of Changzhou, based on the investigationof the development environment, current situation and future trend ofhazardous chemicals industry as well as the legal construction in Changzhou City, andthen the current dilemma of hazardous chemicals safety supervision is analyzed, themain factors of restricting the current regulatory mechanism are pointed out. This ismainly reflected in five aspects such as industry environment, management mode,regulatory foundation, legal system, safety concept etc. Finally the author puts forwardthe idea of gradually establishing a long-term mechanism of hazardous chemicals safetysupervision. It is composed of five part countermeasures and suggestions, including byregional, industry and legal development mechanism as the core of the environmentconstruction, by longitudinal, transverse and epitaxial coordination mechanism as the core of the supervision mode, by human, equipment and process managementmechanism as the core of the infrastructure construction, by advance, during and afterdynamic mechanism as the core of the supervision methods, by the government,enterprises and social common mechanism as the core of the culture construction etc,and for each sub mechanism are discussed in detail.
