With the progress of science and technology and the continuous improvement of people’s living standard, our country’s water shortage and environmental pollution problems have become increasingly prominent, the seven major rivers and lakes are seriously polluted. The quality 90% of river water flowing through city do not accord with the drinking water standard. The development of social economy make people gradually formed a nature, green, safe, nutritive and healthy life concept, in the case of living conditions which is allowed, more and more people are in the pursuit of the drinking water which is healthy, safe, healthy.As one of the three largest mineral water source in the world(between the Alps and the Caucasus), Changbai Mountains has very important strategic significance about the economic value, social value, the healthy value and ecological value. The Fusong natural mineral water resources in the province of Jilin are extremely rich, large flow, good water quality, no pollution, which is one of relatively high quality natural mineral water and drinking water in the world. However, affected by human factors, natural mineral water resources in Fusong county were large scale development and utilization, if it is not reasonable planned, managed and used, which will result in a sharp reduction in the number of mineral water resources and a sudden decrease in the quality of mineral water resources, and which will seriously affect the hydrologic cycle mechanism of mineral water resources and the regeneration ability of water resource, which will eventually lead to serious water problems and water resources crisis in the region.Based on the analysis of the status quo of the exploitation and utilization of mineral water resources in Fusong County, the article will study on the carrying capacity, driving force and sustainable utilization of mineral water resources.On the basis of understanding the background conditions of the hydrogeological environment in the study area, analyzing the formation conditions and influencing factors of mineral water resources; investigating the existing mineral problems of water resources development and utilization situation,drawing lessons from the research method of the water resources carrying capacity, according to the characteristics and distribution characteristics of mineral water resources in the study area, selecting the relevant indicators to establish the evaluation index system of mineral water resources carrying capacity, calculating the carrying capacity index of mineral water resources in different towns of Fusong county which was calculated by the grey relational entropy mode at present, using the multi-objective situation decision model to calculate the comprehensive index of the carrying capacity of mineral water resources in county, Using system optimization method to calculate the carrying capacity of mineral water resources in Fusong County; using the principal component analysis method to analyze the main influencing factors of carrying capacity of mineral water resources, analyzing the influence degree of each index; selecting an index which have great influence on the carrying capacity of mineral water resources, using Bossel framework to calculate sustainable utilization development index, analyzing the sustainable utilization of mineral water resources in Fusong County under the current condition, putting forward some Suggestions on the sustainable utilization of mineral resources. The research of sustainable utilization and bearing capacity of water resources could provide theoretical basis for the relevant departments for the reasonable development and utilization of mineral resources.
