Since entering the new century,water shortages have been perplexed economic development of some areas,to alleviate the contradiction between supply and demand of regional water resources,the country gradually intensify protection of water resources.As a reflection of water resources and population economic ecosystem of proposition,the water resources carrying capacity is becoming a hot spot of research in recent years.Liaoning province is one of the serious water shortage in north China region,uneven distribution of water resource and unreasonable use aggravated the shortage of water resources,this became the main bottleneck restricting economic and social development in Liaoning province.Therefore,by studying the moderate level of the water resources carrying capacity in Liaoning province can get a more clear understanding in the utilization of water resources,formulate the corresponding utilization planning of water resources,the formation and coordinated system of water resources development strategy,to solve the region resources environment and the contradiction between economic and social development has very important practical significance.Paper,after studying the existing theory about the water resources carrying capacity and moderate level,on the basis of Liaoning province and Shenyang as the research area,based on the natural conditions of water resources,water resources supply and demand,population and the economic development,clear the main problems existing in the use of water resources in Liaoning province,combined with the predict data about population,economy and water resources supply and demand,measure the moderate load level of water resources of about the population and economy in Liaoning province.The research content and results are as follows:Calculated the maximal bearing capacity of water resources about population and economic in Liaoning province.Based on the population,water supply and water demand data of Liaoning province in 2003,using conventional regression prediction method,reasonable projections for population,water supply and demand,and set the reasonable parameters,through the calculation of index internal logical relation between 2003-2030 in Liaoning province water resources carrying capacity of population,industry and agriculture,as the upper limit of the water resources carrying capacity,the maximum bearing capacity of water resources for population,industry,agriculture are 30.277 million,9.07796 trillion yuan and 1.3044 million hectares respectively in 2030.Study to determine the appropriate level for the water resources carrying capacity in Shenyang and Liaoning province.Through the population,water supply,from ten thousand yuan output value of industrial water,integrated irrigation quota and water consumption per capita,annual per capita occupancy of grain and the economic income per person in numerical parameter setting in 2003-2014 of Liaoning province and Shenyang,using linear programming method calculated the water resources moderately bearing capacity of population,industry,agriculture in 2003-2030.Through calculation,the water resources moderate load level of population,industrial and agricultural are: 22.924 million,9.09617 trillion yuan and 1.1919 million hectares.in 2030 of Liaoning province;the water resources moderate load level of population,industrial and agricultural are: 7.954 million,0.85013 trillion yuan and 0.3001 million hectares in 2030 of Shenyang.Contrasted and analyzed the gap between the maximal water resources carrying capacity,the moderate level and practical level in Liaoning province,clear the crux of the unreasonable development and utilization of water resources in Liaoning province,put forward relevant countermeasures and Suggestions in perfecting water resources carrying capacity from the open source throttling and management system in Liaoning province.
