This study is based on the "Model and Technology for Efficient Utilization of Groundwater Resources and High Quality Mineral Water Resources" of the National Key Research and Development Program "Research,Development and Application of Efficient Utilization of Water Resources and its Security Technology in Changbai Mountain Area",and the new goal of "Water-saving Society" in the 14 th Five-Year Plan.The construction of the evaluation index system of regional water resources development and utilization level and the evaluation method and the method of optimal water resources allocation are studied.A water-saving society is an important way for China to achieve sustainable,highquality development,not only to solve the increasingly serious water shortage problem in China,but also to ensure the development and utilization of water resources.Although water conservation efficiency has improved in the 13 th Five-Year Plan,water conservation policies and measures have become more perfect.However,China still has water conservation problems such as high leakage rate of urban water supply network and low water reuse rate in some industrial industries.This paper discusses the concept of water resources development and utilization level from the perspective of water-saving society,and constructs an evaluation index system including four subsystems and 33 indicators,such as the current situation of water resources development and utilization,water resources utilization efficiency,water resources utilization benefit and regional development capacity.The index system can fully reflect the supporting and constraining effects of human activities and water resources status on economic development,and provide scientific and effective guidance for urban development and social progress as well as water resources management.In order to improve the level of water resources development and utilization in the region and accelerate the construction of a water-saving society.This paper adopts the method of optimal allocation of water resources to optimize the water use structure of the region and enhance the water use efficiency and water use benefits of the whole region.The water resources optimization allocation model is constructed from four objective functions and eight constraints of social benefit,economic benefit,ecological benefit and water saving,and is solved using the NSGA-II algorithm.The Changbai Mountain area is rich in water resources and has good water quality,and is one of the three internationally recognized mineral water resources.In this paper,the concentrated mineral water areas in Changbai Mountain(Jingyu County,Fusong County and Antu County)are selected as an example study,and the explored mineral water resources in these three counties account for more than 78.4% of the explored mineral water resources in the entire Changbai Mountain area.This study promotes the development and utilization of high-quality water resources and the construction of a water-saving society in the mineral water concentration area of Changbai Mountain,and has guidance and reference significance for other regions as well.Using the index system of this study and the combined subjective and objective evaluation method of hierarchical analysis-projection tracing(AHP-PP),the water resources development and utilization level of each county in the study area from 2010 to 2019 was analyzed and evaluated.The results showed that the evaluation level of water resources development and utilization in Jingyu County changed from level IV in 2010 to level I in 2019,Fusong County improved from level IV to level II in 2010,and Antu County improved from level V to level II.Water supply and demand forecasts and balance analysis were conducted for each county in the study area for two planning years,2025 and 2030.The results show that the water supply and demand in the counties are balanced in each planning year when the guaranteed rate of water supply(P)= 50% and 75%,and there is a water shortage in Jingyu and Antu counties at P = 95%.The water shortage rate is 9% in 2025 for Jingyu County and 15.3% in Antu County,and 15.3% and 8.3% in 2030,respectively.According to the water supply and water use in the mineral water concentration area of Changbai Mountain,the water use in the study area is divided into a total of six water use categories: urban living,industry,agriculture,ecology,water for three industries and water for mineral water enterprises.Water supply sources are divided into surface water,groundwater and other water sources.The water resources optimization allocation model of this study is used to give a scientific and sustainable water supply and water use structure for each county and district in the study area in the planning year and under different water guarantee rates.This model is used to maximize the efficiency and effectiveness of water resources utilization and to provide a basis and reference for water resources management and construction of a watersaving society in the mineral water concentration area of Changbai Mountain.
