With the rapid development of human society, the problems caused by the shortage of resources and deterioration of the environment have become a restricting key issue of human survival and development. Carrying capacity is an important index to describe the relationship between environmental resources and social and economic development. The carrying capacity of resources and environment is the concept of carrying capacity in the sustainable use of resources and environment in the field of application, which is an important index to describe the relationship between resources, environment and economic activities of human society. Hence, it is significant to define on the bearing capacity of the social and economic factors producing an important influence and realize the conditions of natural resources and the environment on the development of social economy regulation, becoming a coordinate an effective means of social and economic development and the protection of resources and environment in the condition of bearing capacity limit. On the basis of this, this paper takes Ordos City as an example by means of the comparison to make the most of the method of system dynamics combining Ordos City resources, environment, economic and social development etc. Various data of Ordos City resources environment carrying capacity system dynamics model is established and simulation of the Ordos City resources environment bearing stress variation trend is analyzed and the sensitivity analysis method to the significant effect of resources and environment carrying force source of factors is determined. The research results show that resources and environment carrying capacity in Ordos city by 2030 is under the load state. Influence factors and social and economic factors and changes in the amount of coal mining is the main factors affecting the environment and population water consumption is the main factors and the first industry market share are main factors affecting wastewater emissions. This paper based on this achieves the following conclusions:the main influence factors of the carrying capacity of resources and environment include population, industrial and mining land, market share in the first industry and its related factors. Therefore, it is necessary to adjust populat ion, industrial and mining land, first industry market share and node structure to achieve a balance between resources and environment and the development of social economy under the range of the bearer of the resource environment.The resource environment of Ordos region bearing influence factors are analyzed and studied and key factors were analyzed of screening systematically. The paper provides a scientific proof of bearing force research for Ordos City within the scope of environmental resources. Late evaluation and related adjustment programs can be effectively combined to provide reference for the management of environment resources Ordos city.
