With the emergence of marine power strategy in recent China, the development of marine programs has been paid much more attention in the country. The large-scale application of high & new technology in marine areas has put forward an urgent demand for the national marine innovation system construction. Currently, the national marine innovation capability is still lagged behind if comparing with world marine powers, and our marine innovation factors are relatively insufficient, which can hardly meet the demand of the fast development of our marine innovation cause. So, how to allocate the current marine innovation factors scientifically and efficiently has become an urgent issue to be solved. As a result, it is necessary to carry through the research on the current situation of China’s marine innovation factors’ agglomeration and their influence from regional and national level. Thus we can provide a decision support for the scientific allocation of our marine innovation factors and the promotion of Chinese national marine innovation efficiency.According to this background, this paper conducts the in-depth research on the current situation, the development trend and the input-output relationship of the marine innovation achievements. Besides, it researched on the interaction among the spatial agglomeration of the marine innovation factor, the overall innovation degree of the Chinese marine industries and the development of the marine economy macroscopically. The results show that:(1) the spatial agglomeration trend of Chinese marine innovation factors is significant, there are significant differences on the marine innovative factors’abundances among different provinces and the overall distribution of the marine innovation factors is further north.(2) the Moran’s Index values of the marine innovation factors’overall autocorrelation from 2000 to 2012 are all positive numbers and are declining continuously, which show that the spatial distribution of the marine innovation factors has positive correlation to some extent but the spatial dependence is weaker and weaker. The local autocorrelation result shows the specific location of the high-high spatial aggregation areas and the low-high spatial outlier areas at different periods. It turns out that the spatial layout of the marine innovation factors has the trend of moving from south to north. (3)According to the rank results of the innovation output evaluation from 2005 to 2012and the marine innovative factors’ abundance evaluation from 2003 to 2010, the research areas can be divided into four echelons. At different stages, the ratios of the two ranking results have obvious difference.(4) The calculation results of the Herfindahl Index show that the integrated concentration degree of Chinese marine innovation factors has experienced a "steady-rise-steady" trends. Through calculating the coordination degree among the Herfindahl Index, the integrated innovation degree of Chinese marine industry and the Gross Marine Production quantitatively, it shows that the integrated concentration degree of Chinese marine innovation factors and the integrated innovation degree of Chinese marine industry coordinates well while the coordination degree between the integrated concentration degree of Chinese marine innovation factors and the Gross Marine Production rise continuously from 2000 to 2008. In 2008 and 2009, the two coordination degrees both fell, but from the year of 2010, they rise again. The total development trend of Chinese marine innovation career is good and the spatial layout adjustment of the marine innovation factors can release relatively enormous potential.
