With the development of human society, all kinds of natural disastersand emergencies also emerge in an endless stream. These events bringinestimable negative influence to people’s life safety, social stability andeconomic development. If there is no disaster management and commandmechanism, these events may cause a large area of public panic, economicrecession and other adverse consequences. Therefore the establishment ofdisaster emergency command platform with real-time monitoring andimprovement of disaster prevention, disaster management activities relatedto all aspects of the command is imperative.The construction of emergency management system in China has justdeveloped recently, although our country in recent years many trials werecarried out in disaster prevention and emergency management, also hasmade good progress, but the overall level of the entire disaster preventionstill at a preliminary stage, in the long run it is hard to meet the realisticdemand of disaster prevention and reduction.In the information conveniently and quickly today, a greatbreakthrough in the network of information dissemination channelsconvenience, permeability to disaster emergency work implementation.Disaster emergency command platform is a hub connecting thegovernment and the public, assume the data acquisition and monitoring,data integration, information release, online scheduling command, and other functions.In this paper, from the design practice of meteorological disasteremergency command platform, based on the existed interaction design andusability, visualization research theory achievement, through the analysisof the functional requirements and characteristics of mobile application.The command system terminal user groups are identified and analyzed,based on the literature research related to interaction design and usability,user modeling and interactive task flow and decision analysis, to build thedesign model and assessment work of interaction design and usabilitytesting following; explore the interaction design in disaster emergencycommand system, improve the greatest impact the factor of availability;through factor analysis of Kansei engineering method, the abstract feelingsdesign style target user emergency application of disaster the into theconcrete data, find the user easy to design style, combined with theavailability analysis to improve and perfect the interface design, the userusing the system can effectively improve the efficiency of, reduce themisoperation., to provide guidance and reference for design of emergencymanagement mode of existing platforms.
