When the advent of major geological disaster and severely damaged in the project of lifeline, it is very important to fast position where the disaster occurred, to analyze how extent is the disaster and to translate the aid material to disaster region. And to do these above fast, we need the supporting of emergency geographical information database. The paper analyzed the demand of geographical information data after geological disasters in different stages for emergency response, researched the designing for the database, and based on the needing for aid we designed a 3-D emergency geographical information system. Finally, this paper realized the production of thematic maps for emergency using the modules of ArcGIS.This paper summed up the processing for fast getting the emergency geographical information via comparing the efficiency for getting data of traditional aerial photography with small plane and UVA. Based on the e experimental data, we analyzed the efficiency of traditional data processing and parallel computing, summarized the methods for fast processing of emergency geographical information.We analyzed the spatial and attribute characters for emergency geographical information data and input raster data and vector data to database. Based on management of hierarchical pyramid, we researched the cut and storage for raster data and produced the united rule for naming the data modules related to it's position. Using quad-tree we build space index and made use of Oracle to manage the data, and these can improve the efficiency of data inquiring and displaying greatly in emergency conditions. Designed database warehousing interface using C# programming language, realized raster data and vector data fast warehousing, update and extraction. Through the IIS information issue service, realizes the data the long-distance access.Studied emergency response rescue demand, design 3D geographic information emergency service system, using emergency geographic information database, realize the goal that emergency recovery control center real-time direct and dispatch emergency rescue ranks, emergency goods and materials, medical ranks and so on.Using emergency geographic information database data, classify emergency geographic information production, realize emergency special map making based on ArcGIS cartography module.
