Meteorological Disaster Emergency Management System Construction Research Of Yangjiang City

Yangjiang locates along the southwest coast of Guangdong, which belongs to subtropicalmonsoon climate zone with obvious maritime climate features. There are frequentmeteorological disasters, giving Yangjiang a serious impact on economic and socialdevelopment. With the rapid economic and social development, various types of losses causedby meteorological disasters are rising.18th CPC National Congress put forward: we muststrengthen building the disaster prevention and mitigation system, and insist on prevention asmain measure. For meteorological disasters, we have no effective means to fully prevent oreliminate, but appropriate precautions can reduce the losses caused by meteorologicaldisasters. Currently, Yangjiang is gradually establilishing the meteorological disasteremergency management system, which includes setting emergency preplan for Yangjiangmeteorological disaster, emergency response procedures, and weather warning servicesolutions. But, in general, meteorological disasters still occur frequently. If there wereinsufficient appropriate emergency measures: the disasters would pose a threat to people’slives and property, also severely affect the city’s transport, communications, water, electricity,gas and other systems, and bring acident to the engineering or facilities under construction.All of the above would slow down the economic and social development of Yangjiang. Weshould strengthen the meteorological emergency response system, and continuously improvemeteorological disaster emergency response capabilities. So that, on the one hand, we canmeet the meeds of emergency response to all kinds of disasters, disaster prevention andmitigation be enhanced, provide essential security for fully building a well-off society, andachieve ‘catch up happily’. One the other, it is a concrete manifestation and urgentrequirement of below principles: adhere to ‘people-oriented’, implement the scientific conceptof development, and ensure national security of property and people’s lives.By quoting documents, investigating and reseraching and case analyzing, etc., this paperfirstly expounds the types and characteristics of Yangjiang’s main meteorological disasters and analyzes the emergency management of meteorological disasters by using the scientifictheory of disaster crisis management. Secondly, by linking to the city’s reality, the paperthoroughly analyzes the current situation of Yangjiang’s meteorological disaster crisismanagement, finding out the problems in the management and dissecting the roots of theseproblems. Thirdly, by using for reference the successful experience at home and abroad ofmanaging unexpected meteorological disasters, the paper proposes that Yangjiang shoulddraw new consepts of disaster emergency synthetic management during defending andhandling great meteorological disasters, further improving the ability and level of emergencymanagement, playing more positive role in developing and improving the city’smeteorological disaster emergency management system.This paper is of certain reference value in pushing forward the reserch and practice ofmeteorological disaster emergency management and improving Yangjiang’s ability ofdefending and handling great meteorological disasters.
