Research On The Problems And Countermeasures Of Earthquake Emergency Management In Shanxi Province

The occurrence of earthquake has always been considered as "the first of group disasters".Because of its sudden and destructive characteristics,it will seriously threaten the safety of human life and property.Therefore,the records and Research on earthquake damage have existed since ancient times.Zhang Heng,a scientist in the Eastern Han Dynasty,put forward a seismograph to understand the dynamic range and approximate location of earthquake damage.Although the scientific and technological level has been greatly improved after thousands of years of development,so far,it is still impossible to accurately predict the earthquake before the earthquake,and there are many areas in urgent need of optimization and improvement in the rescue of the epicenter and the summary of post earthquake disposal.Therefore,the optimization of earthquake emergency management should be a subject worthy of key research.Taking Shanxi Province as the research object,this paper first discusses the characteristics of seismic activity and the current situation of earthquake emergency management in Shanxi Province according to the geographical location and other characteristics of Shanxi Province.Shanxi Province has not had destructive earthquakes for many years,but it has always felt frequent earthquakes,and it is very likely to have destructive earthquakes of magnitude 6 or more in the future,so it should be paid great attention to.Then,using the theory of emergency management,mainly from the perspective of "one case and three systems",this paper points out the problems existing in Shanxi Province,such as the imperfect system of earthquake emergency laws and regulations,the lack of operability of emergency plans,the imperfect emergency management system,and the insufficient earthquake emergency support(such as emergency rescue team,emergency shelter,government financial support,earthquake emergency equipment and the application of modern information technology).In view of the current problems in Shanxi Province,through in-depth analysis and Research on the advanced earthquake emergency management concepts and management methods of the United States,Japan and other developed countries,this paper summarizes the experience and lessons of China’s Wenchuan earthquake from pre earthquake preparation,epicenter rescue and post disaster disposal,summarizes and draws lessons from the advanced experience and practices at home and abroad,and puts forward targeted and operable countermeasures and suggestions for the existing problems in Shanxi Province,The earthquake emergency plan,the earthquake emergency response system,and the public opinion system should be strengthened and improved.I hope my research can provide some useful thoughts and suggestions for improving the level of earthquake prevention and disaster reduction in Shanxi Province,and improve the overall earthquake emergency management level in Shanxi Province.
