Research On Problems Of Government Coordination In The Earthquake Disaster Emergency Management

Earthquake disaster emergency management is a task of very high degree of systematicness and complexity, and multi-stakeholders are involved in this process, including all levels of government and administrative departments, social organizations, citizens, media, business, etc. At present, government plays a leading role and social subjects have a participation in the earthquake disaster emergency management. In this situation, government, as a core subject, how to coordinate the administrative system and the external community participation has become an important factor determining the effectiveness of the earthquake disaster emergency management.In this paper, through the relevant laws of earthquake disaster in China, the author made an analysis framework of the government coordination in the earthquake disaster emergency management from the government internal coordination and external coordination these two perspectives, and this framework is around the rescuers, relief materials and information flow these three key elements. According to the design of the existing systems, the government coordination of earthquake disaster emergency management should be an ideal state:that is, the government internal coordination in the earthquake begins its work under the leadership of the central level and local level command and coordination mechanism.To achieve the coordination of the rescuers, relief materials and information flow, the governments link up and down and rely on the division of functions. Government external coordination begins coordination work by some special working group under the leadership of all levels of command and coordination mechanism.After the paper made an analysis according to the current system design, it brought a microcosmic case "Sichuan Lushan earthquake", and then analyzed government’s coordinated behavior according to three different crisis life periods, thus summarized the existing problems around the rescuers, relief materials and information flow in the government coordination of earthquake disaster emergency management. Finally, the paper puts forward some improvement measures, including strengthening the legal system of government coordination, enhancing the right awareness of disaster management, constructing coordination mechanisms of the social subjects and improving information delivery mechanism. Through above analysis, we hope to provide a useful reference for our government to further enhance the effectiveness of the earthquake disaster emergency management.
