China is one of the countries suffering from the most intense seismic activity and earthquake disaster in the world. In vigorously promote urbanization process, the urban population is increasing rapidly and economy is highly intensive, and city gathered both wealth and risk. Earthquakes occured frequently all over the world in recent years, so more and more people started to pay attention to the city’s seismic safety issues. It is vital significant for enhancing the urban seismic safety to formulate a scientific and reasonable earthquake emergency management ability assessment system and regularly carry on the highly effective assessment to all levels of the government and the related departments. However, from the current actual emergency work and academic achievements, the evaluation of earthquake emergency management system is still very weak in China.This paper, making full use of the research results of disaster emergency capability evaluation at home and abroad, based on earthquake engineering theory, disaster management theory and system evaluation science, studies on evaluation problem of the earthquake disaster emergency management ability.Firstly, by comparing with the domestic and foreign research achievements and analysing of the characteristics of earthquake disaster, the new concepts of earthquake emergency management and earthquake emergency management capability are presentd.Secondly, this thesis compares the specific assessment methods of emergency management capability in America, Japan and Taiwan in China. The strengths and weaknesses are identified. The lessons of emergency management in Wenchuan earthquake in2008and Japanese earthquake in2011are reconsidered. Then, the six factors impacting earthquake emergency management capability are proposed:seismic risk analysis, earthquake monitoring and early warning capabilities, engineering anti-seismic defences, earthquake emergency response ability, social control ability, emergency rescue and recovery ability after the quake. Based on the six factors, assessment index system is described in detail in this paper.Finally, the multi-level fuzzy comprehensive evaluation method is introduced to the research of earthquake emergency management assessment and establishes the Hierarchy-Station evaluation model. Furthermore, the analytic hierarchy process and expert consulting method are introduced to determine each index weight. In addition, according to the current situation and the related datas of Shaanxi’s earthquake emergency management, controlling index system proposed in this paper, some suggestions are given.
